The Government of The Federated States of Micronesia (FSM) has received financing from the World Bank towards the cost of the Implementation Capacity for Transformative Results (IMPACT), and intends to apply parts of the proceeds for consulting services.
The Department of Finance and Administration seeks a Communication Specialist to support the Department of Finance and Administration and Implementing Agencies to formulate and disseminating information on World Bank projects. This position involves creating and managing a communications strategy that aligns with DOFA’s needs and priorities for the World Bank financed portfolio. The role includes specific communication skills in planning and delivering a range of communication products- such as press releases, radio stations, brochures, briefing notes to speeches, and website content for project websites and all functions relating to communications and visibility.

The Department of Finance and Administration now invite eligible individuals (“Consultants”) to indicate their interest in providing the Services. BACKGROUND
The Department of Finance and Administration (DoFA) is seeking to recruit a full-time International Communications Specialist to support the Department to formulate and disseminate information on World Bank supported projects in the Federated States of Micronesia (FSM).
FSM is among the most vulnerable nations in the world. It is highly exposed to adverse effects from climate change and natural hazards which can result in disasters that affect its entire economic, human, and physical environment and impact its long-term development agenda. In recognition of these risks, international development agencies are working with the FSM National and State Governments to implement several projects throughout the four island states of the nation. The current portfolio includes projects in the sectors of Energy, Fisheries, Information & Communication Technology (ICT) / Digital, Public Financial Management, Social Protection and Jobs, and Transport
Specifically, the World Bank is supporting the Government of the FSM to implement ten (10) active projects. These include:
Project Implementation Arrangements
The Department of Finance and Administration is undertaking a major step towards improving project design and implementation under the World Bank financed Implementation Capacity for Transformative Results Project (IMPACT). To support the implementation of IMPACT, a Project Implementation Unit (PIU) consisting of a Project Manager, Procurement Officer and a Finance Officer will be established within the DOFA. The IMPACT PIU will be responsible for the day-to-day implementation of project activities and supported by the Central Implementation Unit (CIU). The CIU is comprised of local and international staff. The international staff provide support in common function areas including procurement, financial management (FM), environmental and social (E&S) aspects, and monitoring and evaluation (M&E). The objective of the CIU is to provide support to PIUs in the preparation and implementation of WB-financed projects. The CIU (as currently structured) will assist the IMPACT PIU in core cross-cutting functions for the IMPACT project and for the World Bank funded projects in FSM.
The Department of Finance and Administration is seeking the services of a Communication Specialist to support the Department of Finance and Administration and Implementing Agencies to formulate and disseminate information on World Bank project. The position envisages the development, implementation and maintenance of a communications strategy that responds to DOFA with regards to the needs and priorities of the World Bank financed portfolio. This includes specific communication skills in planning and delivering a range of communication products from press releases, brochures, radio stations and briefing notes to speeches, and content for project websites and all functions relating to communications and visibility.
The Communication Specialist will work under the direct guidance of the Assistant Secretary of the FSM Department of Finance and Administration and report to the IMPACT Project Manager.
SCOPE OF WORK
The Communications Specialist will work to raise the visibility of the World Bank funded projects, with attention to providing strategic and implementation communications support to project implementation units.
KEY PERFORMANCE AREAS:
• Develop key strategic messages, briefing notes and reports: leads development of the reports, develops key messages, briefing notes for DOFA representatives, and high-level government officials including cabinet ministers.
• Lead Knowledge management: Writes and edits material (for general public and specific target audiences) on the World Bank financed portfolio, including press releases, briefing notes, website updates, publications, newsletters, PowerPoint presentations, etc. This includes ensuring timely dissemination and exchange of information on the projects to key audiences, including partners, donors, media, relevant organizations and institutions, governments and other key stakeholders.
• Lead the Update and Maintenance of DOFA’s website: Assess website needs of the DOFA and its stakeholders and make recommendations to improve the look and beautification of the website. Create a content map, with recommended guidelines and workflows for website content updates, administration and maintenance. Lead the update and maintenance of the website.
• Develops and leads implementation of social media outreach as part of the communications strategy. Implement social media outreach strategy in the region, working collaboratively with CIU and the PIUs. Manage and grow the organization"s social media presence across various platforms.

As part of the Communication Specialists’ duties (through various workshops and on the job training sessions), knowledge transfer to project implementation units and Implementing Agency staff will be expected. The position requires substantive adaptability and may involve some functions that are supervisory in nature to oversee implementation of communication activities.

This is a full-time assignment that will initially be for a period of one year, based in Pohnpei, FSM. Services will primarily be provided at the DoFA offices with domestic travels as required.
Based on satisfactory performance and mutual agreement between the DoFA and the Communication Specialist, the position may be extended based on satisfactory performance review and availability of funds. DoFA will provide office space, office supplies and laptop.
