1. The ILBANK has received financing from the World Bank toward the cost of Türkiye Earthquake, Floods and Wildfires Emergency Reconstruction Project (TEFWER), and intends to apply part of the proceeds toward payments under the Contract for Construction of Erbaa Existing Wastewater Treatment Plant.

2. The Erbaa Municipality now invites sealed Bids from eligible Bidders for Construction of Erbaa Wastewater Treatment Plant Capacity Expansion Project.

In the scope of the project:

The works covered under this contract includes the construction of Erbaa Wastewater Treatment Plant Capacity Expansion within the border of allocated WWTP area.

The existing Erbaa wastewater treatment plant is the activated sludge plant with nutrient removal and discharged to Kelkit Creek with the existing discharge pipeline. Capacity increase will be the activated sludge plant with nutrient removal to meet discharge standards and discharged to Kelkit Creek with the existing discharge pipeline.

Works under this contract consist of complete engineering design and construction, civil, mechanical and electrical works, start-up of the expanded WWTP, its commissioning, operational training of the end recipient"s personnel and hand-over to the Erbaa Municipality of a complete wastewater treatment plant ready for operation, in the place within the border of allocated WWTP area.

The duration of the sub-project is 660 days excluding 12 months for Defects Liability Period.

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours between 10.00 to 17.00 at the address given.

5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 4,000 TL. The method of payment will be direct bank transfer to Erbaa Municipality, Accounting Department in the relevant bank account stated below referring also to ‘ERBAA-W1 Bidding Document’. The fee deposited for purchasing the Bidding Documents shall by no means be returned. Upon payment of the fee and at the choice of the applicant, the Bidding Documents may either (a) be collected by the applicant from the Purchaser’s address stated below, or (b) be delivered by the Purchaser to the applicant through courier service, or (c) be sent by the Purchaser to the applicant through email as an attachment file in PDF format. In the written application the applicant should explicitly specify its selected option for obtaining the bidding documents, and also attach a copy of the bank transfer payment receipt.

6. Bids must be delivered to the address below on or before 11.12.2025, 14.00 (local time). Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 11.12.2025, 14.15 (local time).

7. All Bids must be accompanied by a Bid Security of EUR 230,000.00 or equivalent[1] in TRY or USD. The Bid Security shall be irrevocable and unconditional and shall be either valid for an indefinite period or at least until 07/05/2026.

8. The bid validity period shall be no less than 119 days.

9. A Pre-Bid Meeting and Site Visit will be organized. A Pre-Bid Meeting will be held on 25/11/2025 at 10:00 at Erbaa Municipality Cumhuriyet, İstiklal Cd. No:85, 60500 Erbaa/Tokat . Following the Pre-Bid Meeting, a Site Visit will be conducted.

[1] The exchange rate to be applied in conversion of the Bid Security Amount shall be the Selling Exchange rates officially published by the Central Bank of Turkey (Döviz Satış) at 03.30 p.m. (Turkey Time) on the applicable date (http://www.tcmb.gov.tr ). The applicable date for the exchange rates shall be the date twenty-eight (28) days prior to the date of Bid Opening except when the date of Bid Opening falls one day after the end of official holiday (s) including Saturdays and Sundays in which case the applicable date shall be the last working day before twenty-eight (28) days prior to the date of Bid Opening.
