1. The Government of Cabo Verde has received financing in the amount of US$ 29.00 million from the World Bank toward the cost of the Health Security Program in Western and Central Africa Project, aiming to increase regional collaboration and health system capacities to prevent, detect and respond to health emergencies in Cabo Verde.

2. The Unidade de Gestão de Projectos Especiais (UGPE) now invites quotations from eligible Bidders for the Procurement of Equipment and Supplies for Zoonotic Inspection at Points of Entry (POEs):

a) Lot I – Computer Equipment

b) Lot II – Cold Chain and Personal Protective Equipment (PPEs)

Bidders may submit quotations for one or both lots. However, they must clearly indicate in their quotation the lot(s) for which they are bidding.

3. The Supplier will be selected in accordance with the Request for Quotation (RFQ) method set forth in the Procurement Regulations for IPF Borrowers, dated July 2016, revised February 2025 (“Procurement Regulations”). The process is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested and eligible Bidders may obtain further information from the Unidade de Gestão de Projectos Especiais (UGPE) in writing only, by sending a request to the email address indicated below (see paragraph 11), and/or inspect the bidding documents during office hours, from 08:00 a.m. to 4:00 p.m., at the address given below (see paragraph 11). 5. The bidding documents, available in English language only, may be requested by interested Bidders upon submission of a written request by email only to the address indicated below (see paragraph 11).

6. The deadline for quotation submission is December 05, 2025, at 3:00 PM (Cabo Verde Time).

7. Quotations shall be opened immediately after the deadline for submission. The record of the quotation opening shall be shared with all Bidders who submitted a quotation. Please refer to the Request for Quotation (RFQ) document for detailed instructions.

8. Electronic submission of quotations will be permitted. Please refer to the Request for Quotation (RFQ) document for detailed instructions.

9. The Purchaser shall not consider any quotation received after the deadline for submission. Any quotation received after the deadline shall be declared late and will be rejected.

10. The Purchaser reserves the right not to select any Supplier if the Supplier does not fulfill the required conditions.
