BACKROUND

The Somalia Food Systems Resilience Program (FSRP) is part of a regional initiative by the World Bank to provide a comprehensive framework to intervene at both the national and regional levels. This Multiphase Programmatic Approach (MPA) aims to tackle the underlying structural challenges of food insecurity and reduce beneficiaries" vulnerability to unpredictable climate, crisis, and conflict events. It seeks to achieve this by rejuvenating Somalia"s agri-livestock research institutions, seed systems, and extension services and developing community institutions that can anchor adaptation of climate-smart agri-livestock practices, strengthening the availability of water and improved rangelands management for resilient agriculture and livestock production; support animal health services, enhancing the integration of the production systems to domestic and regional markets, with appropriate investments in food safety and value addition, and establishing an enabling policy and institutional framework at a sub-national, national and regional level capable of supporting food systems resilience for Somalia.

The Project Development Objective (PDO) for Somalia Food Systems Resilience Program (FSRP) will be "to increase preparedness against food insecurity and improve the resilience of food systems in targeted project areas of Somalia. Progress toward the PDO will be measured using five PDO indicators and intermediate indicators. All relevant indicators will be disaggregated by gender (men and women) and age (youth and adult).

The Hirshabelle State of Somalia is establishing a core multi-sectoral Project Implementation Unit (PIU) supervised by the Ministry of Agriculture and Irrigation. The role of the PIU is to support the management, coordination, implementation monitoring, and evaluation of project activities. The PIU will be staffed with the following positions: - State Project Coordinator, Finance Management Specialist, Procurement Specialist, Safeguards Specialist, M&E Specialist, and other technical Agricultural and Livestock specialists.

Scope of Work and Responsibilities

The position of state community institutions development officer of the project of Food Security Resilience is expected to fulfill and carry out the below detailed responsibilities with professionalism, interactive, collaborative and team work so he/she can effectively contribute the attainment of the project goal as well as the specific objectives of the project.

  • Support the establishment of Community institutions and strengthening of existing ones.
  • Take the lead in linking farmers/CIGs/VMGs to high-capacity producer organizations along priority value chains in the state.
  • Preparing guidelines on the federation of FPOs from the level of society, to unions and towards engaging with Aggregation Business Centers (ABCs).
  • Build an effective institutional regime to steer the value chain organizations as economically viable commercial vehicles.
  • Collaborate with government agencies, NGOs, and private sector partners to mobilize resources, share knowledge, and coordinate interventions in the value chain ecosystem.
  • Explore the most optimal governance and tier system the State can utilize to have viable organizations as vehicles in marketing commodities.
  • Liaise with the project M&E team to develop a performance-monitoring framework around Project key indicators to evaluate the performance of the value chain organizations.
  • Participate in Annual Work plans and Budgets preparations, and implementation.
  • Compile routines and periodic reports and submit them to SPC for onward transmission to the NPCU.
  • Perform any other duties relevant to the project as may be assigned by the SPC.

Selection criteria: This position of state community institutions development officer needs crucial competencies for the project attainment requires like being results-oriented, methodologies of development projects, advisory role for active involvement of the communities in the project, sustainability methodologies and capacity building strategies and methodologies. The candidate should be a good team player with the following qualifications:

  • University - Master’s degree in social science, cooperative entrepreneurship, business management or other relevant agro-business related degrees.
  • At least 5 years of experience in organization development, cooperatives business operations, management, and agricultural development.
  • Knowledge of local governance structures, customary administrative systems, and community participation methodologies specific to Hirshabelle or similar regions in Somalia.

  • Ready for flexible working hours and extensive workload, as well as frequent domestic travel to support the SPCUs embedded in the state governments.
  • Strong interpersonal skills with evidence of ability to interact productively with a wide range of stakeholders.
  • Demonstrated experience working with community organizations, cooperatives, or producer groups at field level in fragile or conflict-affected settings.
  • Fluency in written and oral English and Somali.

REPORTING

The State Community Institution Development Officer will report to the State Project Coordinator.

Duration of Assignment

The State Community Institution Development Officer shall be contracted for 12 months.

The Ministry of Agriculture and Irrigation Hirshabelle State of Somalia now invites eligible consulting(“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested consultants must provide the following (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

Submission Requirements

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.

Interested Consultants may obtain further information including a detailed Terms of Reference (TOR) from the Ministry of Agriculture and Irrigation Hirshabelle State in person or by e-mail) at the address below during office hours from 8.00 a.m.– 4.00 p.m. Saturday to Thursday except for public holidays.
