  • Background

The Somalia Food Systems Resilience Program (FSRP) is part of a regional initiative by the World Bank to provide a comprehensive framework for intervention at both the national and regional levels. This Multiphase Programmatic Approach (MPA) aims to tackle the underlying structural challenges of food insecurity and reduce beneficiaries" vulnerability to unpredictable climate, crises, and conflict events. It seeks to achieve this by rejuvenating Somalia"s Agri-livestock research institutions, seed systems, and extension services, and developing community institutions that can anchor the adaptation of climate-smart Agri-livestock practices, strengthening the availability of water and improved rangelands management for resilient agriculture and livestock production; support animal health services, enhancing the integration of the production systems to domestic and regional markets, with appropriate investments in food safety and value addition, and establishing an enabling policy and institutional framework at a sub-national, national and regional level capable of supporting food systems resilience for Somalia.

Establishing institutional websites and digital productivity tools, including secure email systems for the Ministries of Agriculture and Livestock in Southwest State is a critical step toward enhancing visibility, coordination, and operational efficiency. This intervention addresses the need for modern, reliable communication platforms in a context marked by fragmented information systems, limited digital infrastructure, and growing demands for transparency and accountability. The Ministry of Agriculture website will also feature a dedicated sub-site or page for the State Project Coordination Unit (SPCU), serving as a centralized platform for sharing FSRP-related information and coordinating stakeholder engagement. Institutional email services will support efficient communication and information flow, with the flexibility to create and manage user accounts as needed.

2- Objective of the Assignment

The objective of this assignment is to engage a qualified consulting firm to design, develop, implement, and provide initial support for institutional websites and secure email systems for the Ministries of Agriculture and Livestock in Southwest State. The assignment includes both one-time deliverables such as the development of user-friendly, secure, and responsive websites (including a dedicated sub-site for the State Project Coordination Unit under the Ministry of Agriculture) and short-term operational support for the deployment and maintenance of digital productivity tools. The overall aim is to equip both ministries with reliable digital platforms that strengthen internal coordination, improve public communication, and enhance institutional efficiency and service delivery. The detailed TOR for the assignment can be provided upon submission of application in person or through the e-mail address provided below.

3- Shortlisting Criteria

The Ministry of Agriculture and Irrigation now invites eligible firms (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (Description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. may be submitted while responding to the EOI). The short-listing criteria are as follows:

A) Core Business and Years in Operation: Core business of the firm demonstrating at least 5 years in business with experience of carrying our similar services. The firm must be a legally registered/incorporated entity with a core business focus on ICT Solutions, website development, digital communications, email systems, and related services. The firm must have been in operation for at least five (5) years with demonstrated stability and service continuity.

B) Relevant Specific Experience: The firm must demonstrate experience in the successful execution of at least three (3) similar assignments within the past five years, involving the design, development, and implementation of institutional websites, secure email systems, and digital productivity tools. For each referenced project, the firm must provide the following details:

  • Title and scope of work
  • Client name and contact details
  • Project Duration (Start and End Dates)
  • Contract Value (USD equivalent)

C) Technical and Managerial Capability: The firm must demonstrate sufficient technical and managerial capacity to carry out the assignment. (Provide only the structure of the organization). Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020, and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Consultant Qualification Selection method (CQS) set out in the “Procurement Regulations”.

Interested Consultant may obtain further information and the TOR for the assignment at the address below during office hours from 8:00 am to 4:00 pm Baidoa time (Excluding public holidays).

4- Method of Submission

Expressions of interest (EOI) must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 15th November 2025 on or before 15:00 hours (Baidoa time), clearly marked as “ Expression of Interest for Consultancy Services for the Assessment, Design, and Implementation of Digital Communication and Productivity Tools (Website and E-mail Systems) for SPCU, MoAI and MoLFR – Consultant Qualification Selection – Reference No. SO-MOAI-SWS-492166-CS-CQS”. Late submission will not be considered.
