CONSULTING SERVICES – FIRMS SELECTION

Assignment Title: Consultancy for the Development of an Electronic Testing System for the Department of Transport

The Government of Saint Lucia has received financing from the World Bank toward the cost of the Caribbean Digital Transformation Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) entails redevelopment and modernization of the Saint Lucia Open Data Portal, to transform it into a sustainable, user-friendly, and interoperable platform that supports both open data and geospatial data, in line with the National Spatial Data Infrastructure (NSDI) and Open Data Policy. It is expected that the consultancy will directly contribute to national goals of transparency, data-driven decision-making, and capacity building for long-term sustainability and innovation in the public sector. The Services will include the following tasks:

• Assessment and analysis of the current Open Data Portal
• Design and development of an enhanced Open Data Portal
• Development and implementation of a hosting transition plan to migrate the portal to an internally managed environment within the GoSL.
• Training and capacity building
• Implementation and testing: deployment and testing of all upgraded platform components, including geospatial and open data functionalities, visualizations and APIs.
• Establishment of an operational and governance framework aligned with the Open Data Policy and Digital National Charter.

In execution of the Services, remote consultations would be allowed, however at least two (2) site visits for the initial engagement with stakeholder and assessment, then a second round of missions to coincide with the consultations, are expected to be carried out.

The consultancy is expected to be completed over a forty-eight (48) week period from contract signature.

Further details are provided in the Terms of Reference (TOR) for the assignment, which are attached to this request for expressions of interest.

The Department of the Public Service of Saint Lucia now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the consulting firm are as follows:

• At least five (5) years of experience in the development and management of open data portals.
• At least one (1) successful implementation of a geospatial data portal within the past five (5) years.
• At least one (1) successfully completed similar assignment within the past five (5) years.
• Proven experience in undertaking open data portal projects, preferably involving similar assignments in the OECS and/or CARICOM region.
• Proven experience in data migration and the development of secure in-house hosting solutions.
• A robust project management system to ensure adequate progress on all project phases and timely delivery of outputs.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification Selection method set out in the Procurement Regulations.
