CONSULTING SERVICES – FIRMS SELECTION

Assignment Title: Consultancy for the Development of an Electronic Testing System for the Department of Transport

The Government of Saint Lucia has received financing from the World Bank toward the cost of the Caribbean Digital Transformation Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) entails establishment of an E-testing module that supports the modernization of the Department of Transport. The application is expected to deliver the following:

• Creation and administering of Transport Exams digitally, based on criteria set by the department.
• Automated marking of exams
• Creation and maintenance of Transport Exam Question Databank or any other departmental exam
• Automated Question Delivery based pool of questions in the databank.
• Delivery of exams for hearing impaired or individuals otherwise impaired or differently abled
• Integration with digiGov to facilitate exchange of relevant data such as
• Applicant Data
• Exam Booking Schedule
• Grade submission
• Tracking of grades, users, applicants, attempts, etc.

The services are expected to be carried out mostly in Saint Lucia over a period of eleven (11) months.

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The Department of the Public Service of Saint Lucia now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:

• At least five (5) years of proven experience in the design, development, and implementation of electronic testing, e-learning, or examination management systems.
• Demonstrated experience integrating ICT systems with national government platforms (e.g., ID systems, service portals, or payment systems).
• Proven track record in secure database design, exam content management, and high-volume testing platforms.
• Experience delivering assignments of similar scope and complexity in the Caribbean, OECS, or comparable jurisdictions.
• Demonstrated expertise in implementing and configuring secure ICT environments, including adherence to international information security standards and best practices.
• Experience managing projects financed by international development partners (World Bank, Caribbean Development Bank, UNDP, or similar) will be considered an asset.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification Selection method set out in the Procurement Regulations.
