BACKGROUND:

The Federal Republic of Somalia, situated on the Horn of Africa, faces deep economic and environmental vulnerabilities. The country’s economy depends heavily on remittances— accounting for over 31 percent of GDP—and on traditional livelihoods such as pastoralism, which supports about half of Somalia’s 16.3 million people and contributes around 60 percent of GDP. However, climate shocks, including floods, droughts, and locust infestations since 2019, have devastated livelihoods and left 5.2 million people in need of humanitarian aid. With nearly 70 percent of the population living below the international poverty line, poverty and food insecurity remain critical challenges. Somalia’s digital infrastructure is underdeveloped, further constraining economic growth and regional integration.

Through World Bank’s support, The Eastern Africa Regional Digital Integration operation (EA-

RDIP)’ (2023-2028) is being prepared to address connectivity needs for countries in the Horn of Africa region. The proposed program aims to advance the regional integration of digital markets Eastern Africa through supporting cross-border connectivity, harmonization of data and ecommerce regulations and policies, and removal of trade barriers, with the vision of establishing a Single Digital Market (SDM). It is proposed for the project components to follow the SDM framework and for participating countries (Ethiopia, Somalia, South Sudan in phase 1) to tailor each component for its investment and technical assistance needs. Specifically, Somalia’s $80 million EA-RDIP investment will focus on expanding broadband access, bridging infrastructure gaps, and aligning digital regulations with regional standards—laying the groundwork for greater economic inclusion and integration within the Horn of Africa. The EA-RDIP project has four components, as briefly described below:

  • Component 1. Connectivity Market Development and Integration.
  • Component 2. Data Market Development and Integration.
  • Component 3. Online Market Development and integration.
  • Component 4. Project Management and implementation.

The Somali Data Protection Authority (DPA), established under the Somali Data Protection Law (Law No. 005/2023), is an independent regulatory body tasked with safeguarding privacy and ensuring lawful, fair, and transparent processing of personal data. As the national supervisory authority, it oversees compliance with data protection regulations, promotes accountability among data controllers and processors, and fosters public trust in Somalia’s digital economy. The DPA regulates the collection, use, storage, transfer, and disclosure of personal data across both public and private sectors.

OBJECTIVE OF THE ASSIGNMENT:

The Policy & Research Advisor will provide strategic advice and technical expertise to ensure that the DPA’s policies, regulations, and initiatives are grounded in solid research and aligned with Somalia’s national realities and international standards.

SHORTLISTING CRITERIA:

The shortlisting criteria for Policy and Research Advisor position are set out below.

  • Master’s degree or higher in Statistics, Public Policy, Applied Research, or a related field.
  • At least 7 years of experience in policy research, risk analysis, impact assessments, and data governance.
  • Ability to translate research into actionable policy and risk recommendations.
  • Proven track record of research publications, policy briefs, and evaluation reports.

DURATION OF THE ASSIGNMENT: The Policy and Research Advisor will be engaged for a period of one (1) year subject to renewal on an annual basis based on satisfactory performance and budget availability.

The Ministry of Communications and Technology (MoCT) now invites eligible Individual

Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified to perform the services.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World

Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing -

Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in

November 2017, August 2018, November 2020 and September 2023, (Procurement Regulations), setting forth the World Bank’s policy on conflict of interest.

The selection will be conducted in accordance with the procedures for selection of Individual Consultants set out in the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers dated September 2023 (Procurement Regulations).
