The Government of Montenegro has received financing from the World Bank toward the costs of the Montenegro Financial Infrastructure Modernization and its Alignment with SEPA Standards Project (TARGET Instant Payment Settlement Clone – TIPS Clone Project). The project aims to modernize Montenegro’s digital payments infrastructure, align it with the EU’s Single Euro Payments Area (SEPA) standards, and enable instant payments in real time, 24/7, for both domestic and cross-border transactions. The Central Bank of Montenegro (CBCG) is the Project Implementing Entity and will have overall responsibility for project implementation, with fiduciary support provided by the Ministry of Finance’s Technical Services Unit (TSU).
The Loan Agreement for the implementation of the TIPS Clone Project was signed with the International Bank for Reconstruction and Development (IBRD) on July 30, 2025 and expected closing date is July 31, 2030.
Under this five-year EUR 8 million Investment Project Financing (Loan No. 9858-ME) the CBCG intend to apply part of the proceeds to the payments for goods, works, non-consulting services and consulting services.
The Project’s development objective and the execution of the TIPS Clone Project hold significant strategic value for the country. Montenegro has been modernizing its legal and regulatory framework by aligning with the EU; however, to support further financial inclusion efforts, the financial infrastructure also requires modernization. This includes modern, efficient, and interoperable payment systems.
The project will include the following 3 components:
Component 1. Technical assistance for establishing the new Fast Payment System and developing the broader payments ecosystem (EUR 2.3 million) – This component will provide specialized technical assistance during both the preparation and go-live phases of the new Fast Payment System (FPS), ensuring that all ecosystem participants are ready to adopt the new infrastructure.
Component 2. Support for implementation and operation of the new payment system (EUR 5.2 million) – This component will finance the acquisition, installation, and operation of the FPS infrastructure and its integration with the national payments ecosystem.
Component 3. Project management (EUR 0.5 million) – This component will finance the costs of project coordination, fiduciary management, monitoring, evaluation, and reporting.
Procurement of Contracts financed by the World Bank under ‘’TIPS Clone Project’’ will be conducted through the procedures as specified in the World Bank’s
Procurement Regulations for IPF Borrowers (Sixt Edition-February 2025) (Procurement Regulations); “Guidelines on Preventing and Combating Fraud and Corruption in Projects
Financed y IBRD Loans and IDA Credits and Grants (revised as of July 1, 2016)”; and provisions stipulated in the Loan Agreement. and is open to all eligible firms and individuals as defined
in the Procurement Regulations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no
objection.
Specific Procurement Notices for contracts subject to open International competitive procurement will be announced, as they become available, through the World Bank’s
external website, Borrower website and in local daily newspapers ‘’Pobjeda’’, “Vijesti”, “DAN”.
