1. The Government of Kosovo (GoK) has received financing from the World Bank toward the cost of the Real Estate Cadastre & Geospatial Infrastructure Project (REGIP), and intends to apply part of the proceeds toward payments under the contract for Data Improvement in KCLIS (Kosovo Cadastre Land Information System).

2. The Kosovo Cadastral Agency now invites sealed Bids from eligible Bidders for ”Data Improvement in KCLIS (Kosovo Cadastre Land Information System)”

The objective of this contract is improvement/correction and completion of personal data held by KCLIS, thereby enhancing cadastral data quality to a much higher level. The focus is to improve the data quality by ensuring that all relevant persons (owners, users, leaseholders, possessors) listed in KCLIS-T are identified with their official personal identifier, as used by the Civil Status Registry (CS) from the Civil Registration Agency - ARC, the Business Register - KBRA or the NGOs Register.

The Intended Completion Date is 30 November, 2026 from the contract signature date.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers - issued in July 2016, and revised November 2017 and August 2018 (Procurement Regulations”) and is open to all eligible Bidders (or only to prequalified Bidders as the case may be) as defined in the Procurement Regulations.

4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60 % and for Bid cost: 40%.

Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address stated below. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
