The Government of Montenegro (the Recipient) has received financing in the total amount of USD1,000,000.00 from the International Bank for Reconstruction and Development - World Bank under the Grant Facility for Project Preparation (GFPP) toward the costs for implementation of ‘’Montenegro Waste Sector Improvement Project (the Project)’’. The Ministry of Ecology, Sustainable Development, and Northern Region Development (MESDNRD) as the lead implementing agency for the project, intends to apply part of these proceeds to the payments for Consulting services for the ‘’Consultant for the preparation of Site-Specific Feasibility Study for the Development of the Niksic Waste Management Center.
The Montenegro Waste Management Improvement Project (MWSIP) aims to enhance the country’s waste management capacity and sector performance, supporting Montenegro’s progress toward EU accession. The project adopts an integrated approach through three main components. First, it will strengthen waste management governance and institutional development by improving regulatory frameworks, enforcement, data transparency, and public awareness, as well as fostering inter-agency coordination and exploring public-private partnerships. Second, the project will invest in waste management infrastructure, notably by establishing a regional domestic waste management center in Nikšić and creating a hub for training and knowledge sharing on modern practices, thereby promoting sustainable solutions and compliance with EU standards. Third, it will address environmental risks by remediating uncontrolled waste disposal sites, including the cleanup of the KAP site, management of residual waste from the Bijela Shipyard, and closure of illegal dumpsites. The Ministry of Ecology, Sustainable Development, and Northern Region Development (MESDNRD) (the “Client”) is seeking to appoint an environmental and social consultancy firm (the “Consultant”) to support the preparation of the Montenegro Waste Sector Improvement Project (the “Project”).
The objective of this assignment is to: Identify and assess key management, operational, and design options for the development of a regional Waste Management Center (WMC) in Niksic and related investments as defined under the National Waste Management Plan. • Support decision-making for the selection of the most fitting options to develop, manage, operate, and finance the facility, and minimize environmental and social impacts resulting from the development and operation of the facility. • Propose the most suitable contracting arrangements for works and prepare a basis-of design and define technical specifications for the construction of the facility that will form the basis for works contracting. • Prepare draft contractual arrangements for facility operations among owners/stakeholders, as well as for suppliers and offtakers of waste materials (feedstock) and produced materials (recyclables, residual waste for disposal, special waste, construction and demolition waste/CDW). • provide support for permitting and approval procedures for investment development and operations, including for managing environmental and social impacts.
The (MESDNRD) through the Technical Service Unit (TSU) now invites eligible Consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consult-firm (Legal entity) should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services in subject. The Consultant will work closely with relevant stakeholders ensuring compliance with Montenegro’s relevant policies, EU regulations, and international best practices.
It is anticipated that the Consultant should complete the work over a maximum duration 7 months.
The qualification criteria are:

It is expected that the interested Consultant’s company within the submitted ‘’EoI’’ shall prepare and present a table listing (reference list) which will provide the following information: Contracting authority/client data and contact information to whom the consultancy service was performed, (contract-project detailed description, contract value for performed services and contract implementation period). (name, e-mail, phone numbers for verification purposes).
*CVs or biodata for Key Expert’s- (staff) are not required and will not be evaluated at this stage.
The Consultant firm may also submit other documents and which are not listed above in order to justify general qualifications and qualifications relevant to the assignment it considers relevant, such us indicative list of the key staff/key personnel that is generally available for this kind of work.
Consultants may associate to enhance their qualifications. The associations should clearly indicate the form of the association (Joint-venture, Consortium, sub-consultancy; member in charge; other member/s and or sub- consultants). Joint ventures should submit letter/confirmation, indicating their intent to form a joint venture if awarded the contract and shall provide the above-mentioned information for each member of the joint venture. *Consultant may only submit one expression of interest. If a consultant submits or participates in more than one Expression of Interest, such expression will be disqualified. However, sub-consultants, including individual experts, may participate in more than one expression of interest only in the capacity of sub-consultants. Qualifications and experience of the sub-consultants will not be considered for evaluation purposes.

A Consultant firm will be selected in accordance with the Consultant Qualification Based Selection (CQS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Sixt Edition; February, 2025. The attention of interested Consultants is drawn to Section III, paragraphs, ‘’3.13 - 3.17’’ setting forth the World Bank’s policy on conflict of interest.
