1. Introduction:

The Government of the Republic of Malawi has received financing from the International Development Association (IDA) of the World Bank toward the cost of the Food Systems Resilience Program (FSRP), and intends to apply part of the proceeds for consulting services.

The Ministry of Agriculture – Food Systems Resilience Program (FSRP) intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include consultancy services as an Occupational Health and Safety Officer for Project Implementation Unit.

2. Objective of the Assignment

The Occupation Health and Safety Officer (OHSO) will be part of a larger Project Management Team comprising the National Project Coordinator (NPC) and other specialists. Specifically, the OHSO shall be responsible for the day-to-day facilitation and coordination of all activities related to environmental safeguards under the Malawi Food Systems Resilience Project (MFSRP) program, including ensuring compliance with environmental safeguards guidelines established in the program"s approved and disclosed safeguard instruments, namely the Environmental and Social Management Framework (ESMF), Labour Management Procedures (LMP) and Environmental and Social Commitment Plan (ESCP).

3. Scope of the Services

The Officer will be responsible for the implementation of all safeguards measures as described in the Environmental and Social Management Framework (ESMF), Labour Management Procedures (LMP) and Environmental and Social Commitment Plan (ESCP). He/She will provide the necessary support to the entire project team to ensure compliance with OHS requirements on the program. Considering World Bank Environmental Health Safety Guidelines (EHSG), Good International Industry Practice (GIIP), and guidance notes for borrowers and good practice notes, the tasks and responsibilities of the OHSO shall include, but not be limited to the following:

i) review the existing OHS procedures and update where applicable the OHS strategy, system and the operational plans for the project;

ii) Develop, update, coordinate and facilitate the development and/or revision of occupational safety and health Standard Operating Procedures (SOP) for the various activities under the Project which shall also include community health and safety measures;

iii) Approve and oversee contractor OHS plans, implementation and compliance;

iv) Facilitate the development of Health and Safety Management Plan (HSMP) including Emergency preparedness and Response plan for the project, and ensure the inclusion of OHS considerations into the TORs of technical activities under Component 2

v) Conducting occupational health and safety site inspections and audits on a regular basis with adequate frequency

vi) Support project teams and clients in reporting and investigating the root cause/s of the OHS incidents/accidents/ near misses and developing appropriate remedial and mitigation measures/recommendations

vii) Help develop and implement a comprehensive intervention to improve worker OHS, and Community Health and Safety for communities directly impacted by the project

viii) Develop and implement a training program on occupational health and safety for project clients and contractors

ix) Recommend measures to help protect workers from potentially hazardous work methods, working at heights, scaffolding measures, trenches and excavation, working adjacent to flowing water, and other relevant processes, or materials

x) Inspect or evaluate workplace environments, equipment, or practices to ensure compliance with safety standards, World Bank Environment Health and Safety guidelines and government regulations

xi) Set up monitoring systems for the sites, including file management on site for Toolbox talks and topics, ongoing skills and training development, SOPs, Permits to work, incident reports, monitoring First Aid kits, etc. Ensuring first aid kits are appropriately stocked to type of activities anticipated on sites, etc

xii) Assist the ESS and AESS in any other tasks relevant to the expertise including preparing various reports and other documents required by Management and DPs.

4. Reporting Requirements

The Occupational Health and Safety Officer will be reporting to the Assistant Environmental Safeguards Specialist (AESS). The OHSO will present monthly progress reports to the AESS, highlighting a synthesis of progress against planned actions, key challenges and proposed management decisions. The OHSO will assist in this process by supporting the delivery of timely reports.

5. Professional Qualification and Experience

The OHSO shall have the following qualifications and skills:

i) A minimum of a Bachelor’s degree in Environmental Health, Occupational Health and Safety, Public Health, Environmental science or any relevant field demonstrating environmental and health management capacity.

ii) At least 4 years of experience with a relevant and proven track record in similar assignments related to enforcing occupational Health and Safety compliance in large-scale infrastructure projects.

iii) Demonstrated knowledge and expertise in addressing environmental and social safeguards issues, ideally in donor-funded programmes.

iv) Evidence of accomplishments of work objectives of similar magnitude and scale while creating an enabling environment for team and collaborators.

v) Upholding of anti-corruption and anti-bribery ethics.

6. Duration of the Assignment

The OHSO shall be recruited for a period of one (1) year which will be subjected to extension upon successful performance.

7. Facilities to be provided by the Client

The Client shall provide office accommodation with normal associated services like water, electricity, office supplies and furniture, communication and internet facilities. For all field related assignments within Malawi, the Project shall provide transport and costs and other expenses (per Diems etc.) related to the field work

8. Location of Employment and Obligations of the Consultant

The Occupational Health and Safety Officer will be based at Malawi Food Systems Offices in Lilongwe, but would be required to travel extensively to project sites.

9. Conflict of Interest

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition, Dated September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

10. Submission of Expressions of Interest

Interested Individuals meeting the stated requirements should submit their Expressions of interest including updated detailed curriculum vitae (CVs) and copies of professional certificates must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by 3rd November 2025 on or before 16:30 hours, local time.
