The ASEAN Center for Energy (ACE) has received financing from the World Bank toward the cost of the Clean Energy and Power Trade Development in Southeast Asia Project of the Multi Phase Programmatic Approach Accelerating Sustainable Energy Transition (MPA ASET) and intends to apply part of the proceeds for the following consulting services.
The PMU of MPA-ASET now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultant shall prepare a Strategic Environmental and Social Assessment (SESA) for ACE TA programs and activities under the ASET MPA Project. This SESA will lead to streamlined identification and integration of E&S considerations (i.e., opportunities and risks) and priorities into the ongoing development of sectoral policy and regulatory frameworks to support RE scale up that it will be a core input to the regional technical assistance (TA) offered under the MPA-ASET Project. The activity will be conducted through scoping, survey/interviews, workshops, or other processes engaging sectoral and area-wide stakeholders.
The expected implementation period of this activity will be six (6) months. The detailed Terms of Reference (TOR) for the assignment can be found attached to this REOI.
The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, sixth Edition, February 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
The best qualified firm with appropriate and adequate capacity, capability and resources as assessed against the qualification criteria will be invited to submit Bids/Proposals in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Procurement Regulations and based on the following qualification criteria:
