2. BACKGROUND

The Somalia Food Systems Resilience Program (FSRP) is part of a regional initiative by the World Bank to provide a comprehensive framework to intervene at both the national and regional levels. This Multiphase Programmatic Approach (MPA) aims to tackle the underlying structural challenges of food insecurity and reduce beneficiaries" vulnerability to unpredictable climate, crisis, and conflict events. It seeks to achieve this by rejuvenating Somalia"s agri-livestock research institutions, seed systems, and extension services and developing community institutions that can anchor adaptation of climate-smart agri-livestock practices, strengthening the availability of water and improved rangelands management for resilient agriculture and livestock production; strengthen animal health services, strengthening the integration of the production systems to domestic and regional markets, with appropriate investments in food safety and value addition, and establishing an enabling policy and institutional framework at a sub-national, national and regional level capable of supporting food systems resilience for Somalia.

2. Scope of Work and Responsibilities

  • The National Project Engineer will report to the S-FSRP National Project Coordinator and collaborate closely with relevant procurement and project staff within the Somalia Food Systems Resilience Project (S-FSRP), other line ministries, the World Bank, and all engaged and contracted partners. He/she will ensure that the project’s investments in enhanced infrastructure activities strictly comply with guidelines and manuals. This includes the Project Operations Manual (POM) and all appropriate and relevant best practices and international standards.
  • Oversee the preparation of tender documents for the studies, supervision, and construction/refurbishment of infrastructures, aggregation centers, markets, pack houses, Institutional buildings, warehouses, as well as other related civil works. Review and develop specific project contracting guidelines for State staff on civil works.
  • Supervise civil works activities in the Project and report on progress to the NPC. Participate in planning and preparation of Annual Work Plans and Budgets (AWPBs) at both national and State levels. Contribute to the preparation of periodic progress reports. Assess and survey sites for rehabilitation, renovation, and/or construction in consultation with the district and regional councils and the community. technical specifications, drawings, and bills of quantities for buildings and participate in bid analysis for civil works and other contracts where engineering knowledge is required and prepare technical reports were requested. Supervise and engage in Rapid Assessments, Feasibility Studies of potential water point locations, and final site selection. Provide advice and ensure that all the engineering and construction activities conform with the POM and relevant Line Ministries, both Federal, State, World Bank and other relevant standards and regulations; Support counterpart Somali staff at MoAI and MoLFR FGS and Line Ministries in preparing technical specifications and documents for tendering ToRs, work plans, etc. Prepare and/or review

3. Timing and duration for the assignment is twelve (12) calendar months from the start date.

4. Selection Criteria- The selection shall be based on the candidate"s qualifications, experience, and skills, followed by an interview. The qualifications, experience, and competencies include:

  • A degree in structural/rural Civil/Agricultural engineering. A master’s degree qualification from a recognized University will be an added advantage.
  • A valid professional registration by the Engineering Registration Board.
  • At least 10 years of relevant work experience in rural engineering with at least 2 years in Development projects.
  • At least two recent professional experiences proving the candidate has been directly responsible for the following:

5. The Ministry of Agriculture and Irrigation Federal of Somalia now invites eligible consulting(“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and furnish the Curriculum Vitae (CV).

6. Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

7. A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
