The Government of The Kingdom of Eswatini (GoKE) has received financing from the World Bank toward the cost of the Eswatini Water Supply and Sanitation Access Project (EWSSAP) and intends to apply part of the proceeds toward payments under the contract for Construction of VIP Sanitation Facilities for Households under Zombodze, Shiselweni I and Hosea Inkhundla.

The Eswatini Water Services Corporation now invites sealed Bids from eligible Bidders for Construction of VIP Sanitation Facilities for Households under Zombodze, Shiselweni I and Hosea Inkhundla broken down below according to the relevant lots:

Bidders are free to bid for one or multiple Lots, but cannot be awarded more that two (2) lots subject to their meeting the required Qualification Criteria for each lot.

The Bidding Documents require bidders to have specific experience which includes the following.

• General Construction Experience
• Specific Construction & Contract Management Experience

The bidders are requested to refer to Section III for further information on Evaluation and Criteria.

Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 80% and for Bid cost: 20%.

Interested eligible Bidders may obtain further information from Eswatini Water Services Corporation – Senior Manager Supply Chain Management – procurement@ewsc.co.sz and inspect the bidding document during office hours document during office hours 08:30 to 16:30 at the address given below.

The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee[1] of SZL 500 (Five Hundred Emalangeni Only). The method of payment will be cash payment at the Eswatini Water Services Corporations’ revenue center in Ezulwini (The Headquarters) upon which a receipt shall be issued. Alternative payment can be by bank transfer to Account Name– Eswatini Water Services Corporation, Bank Name – Standard Bank, Account No – 9110000596666, Branch Code – 663164, SWIFT CODE – SBIC SZ MX referencing the RFB number. Proof of payment to procurement@ewsc.co.sz. The document will be sent by email to the prospective bidder.

Bids must be delivered to the address below on or before 12:00pm,21st November 2025 before 12:00pm. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 12:15pm (immediately after the deadline for bid submission), 21st November 2025..

The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 21st November 2025, EWSC Headquarters, 12:15 pm, FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

All Bids must be accompanied by a Bid Security of:

Lot 1 – US$ 25, 000 (Twenty-Five Thousand United Sattes Dollars) or equivalent.

Lot 2 – US$ 25, 000 (Twenty-Five Thousand United States Dollars) or equivalent.

Lot 3 – US$ 25, 000 (Twenty-Five Thousand United States Dollars) or equivalent.

and (ii) Local Labor Method Statement for each lot.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
