The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of Somali Sustainable Fisheries Development Badmaal Project (SSFDP) and intends to apply part of the proceed for consulting services.
The Consulting Services (the Services) include to conduct a comprehensive analysis of the current fisheries production, trade dynamics, and value chains within the selected fishing community sites across Somalia. This involves identifying specific infrastructure needs that are essential for reducing post-harvest losses and improving market access for local fishers and fishmongers. The fish resources that are the basis for future fish production are to be estimated from all available sources and confirmed by community consultation to include species mix, seasonality and changes over recent time. The assignment aims to design infrastructure solutions appropriate to the current forecast levels of fish catch by species, such as cold/ chill-storage, ice making, wholesale and/or retail markets, processing facilities, and landing sites, while ensuring compliance with environmental and social safeguards to promote sustainable practices. The Consultant will undertake all the specific tasks detailed out in the Terms of Reference (TOR).
The consultancy service is expected to be conducted and reports delivered within 8 Months from the date of commencement. The Ministry of Fisheries and Blue Economy (MFBE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018 and November 2020 and September 2023 and February 2025, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
