Assignment Title: The Energy Sector Planning for Future Expansion Consultant

1. The Government of South Sudan (GoSS) has received funding from the World Bank towards the cost of implementing Access and Institutional Strengthening Project (ASSIST) and is being implemented by the Ministry of Energy and Dams (MoED) and South Sudan Electricity Corporation (SSEC). MoED aims to develop a comprehensive plan for the energy sector"s expansion, aligning with South Sudan"s development goals and climate considerations and intends to apply part of the proceeds for this consulting services.
2. MoED intends to apply part of the proceeds for consulting services (“the Services”) which include Energy Sector Planning for Future Expansion Consultant (Individual Consultant) assignment for a period of six (6) months. The overall objective of this assignment is to plan for the electricity sector"s expansion, including generation, transmission, distribution, and electrification. The focus will be on aligning sector planning with South Sudan"s development goals and climate considerations

4. MoED now invites eligible individual consultants to apply for the consulting assignment. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as required in TOR. The submissions should include a cover letter summarizing the relevant experience and indicating its relevance to the assignment at hand.
5. The expressions of interest should be accompanied with a CV, phone contact, postal and email addresses, copies of relevant academic documents/ qualifications and copies of the appointment letter (s)/ Contract (s) of the current or most recent employment.
6. The individual consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria:
a). Minimum of master’s degree or equivalent in Electrical Engineering, Energy Planning, Economics or a related field.
b). Minimum of 10 years of experience in Energy Sector planning and development. Familiarity with geospatial data analysis and electrification strategies
c). Experience in similar scope and nature of the assignment in the Region is highly desirable (EAC, EAPP, SAPP and COMESA countries)
d). Experience implementing similar assignments funded by the World Bank, AfDB, and other Development Partners.
e). Fluency in English is a requirement
7. The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020, September 2023 and February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
