The World Bank, through the Somalia Enhancing Public Resource Management Project (SERP), is supporting Somalia to improve institutions and service delivery, aiming to strengthen the social contract. This initiative is part of a broader effort to build state legitimacy and reduce institutional fragmentation. For Somali citizens to contribute to public revenues willingly, they must trust the state"s capability to perform its basic functions and deliver public services. Similarly, trust is essential for attracting external funding for critical services and humanitarian support, such as for drought and famine, and to channel these funds through government institutions and systems. This requires enhancing the state"s institutional capacity and addressing fragmentation while also strengthening transparency and accountability in managing public resources. SERP project will focus on capacity development by assessing and strengthening the capabilities of governments across all jurisdictions. This initiative aims to enhance their ability to develop, review, analyze, monitor, and coordinate policies effectively. Key activities will include bolstering the capacity to monitor government projects through a robust Monitoring and Evaluation (M&E) system. Implementing effective risk management and mitigation strategies is crucial for the success of any M&E office, ensuring the overall success of projects. The SERP project will assist Somali governments by emphasizing the synergies and interconnectedness among domestic revenue mobilization (DRM), public financial management (PFM), and public sector management (PSM). By integrating revenue, expenditure, and service delivery over time, the project aims to enhance formal tax collection, strengthen governmental legitimacy, and reduce the influence of non-state actors. This operation consolidates the World Bank’s efforts and seeks to establish a consistent reform agenda across the Somali peninsula, tailoring interventions to meet the specific needs of each level of government.
The Monitoring and Evaluation (M&E) Specialist will support the SERP Puntland to ensure project activities at the Puntland Level are effectively monitored (at both the output level for non-procurable items/contract deliverables as well as the results indicators level), evaluated, and reported, aligning with project implementation/work plan, reform objectives and World Bank guidelines. The Specialist will also support other relevant M&E tasks assigned by the Project Manager.
This scope of work will be aligned with the project’s implementation/work plan and results framework and will utilize both qualitative and quantitative methods to capture the full impact of the reforms, and it will include:
The Monitoring and Evaluation (M&E) Specialist will report to the Director General of the Ministry of Finance of Puntland State of Somalia and SERP Puntland Project Manager.
The M&E Specialist will collaborate with the SERP PCU M&E Specialist to ensure the proper consolidation of reporting on implementation status and results framework.
The M&E Specialist will be responsible for the following reporting obligations:
The M&E Specialist’ contract will be for an initial period of 12 months, with a possible extension subject to satisfactory performance.
The duty station is Garowe, Puntland and may require some travel.
The client will provide office space with necessary furniture and other facilities such as printing facility etc. to enable the consultant to perform day to day work. In addition, the Client will make available to the Consultant copies of all the documents the consultant may need to discharge his /her functions.
SUBMISSION REQUIREMENTS; The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
