Assignment Title: International Consultant on Nature-Based Tourism (NBT)

The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Uzbekistan Resilient Landscapes Restoration Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include providing international-level strategic and technical, support to the development of Nature-Based Tourism (NBT), building a diverse, inclusive, and market-aligned tourism offering that integrates natural heritage into the national tourism strategy. The assignment is expected to be carried out over 8-month period on intermittent input basis. The expected level of effort is approximately –88 working days, subject to adjustment based on the final work plan and PIU coordination.

The Agency for Increasing Forests and Green Areas and Combating Desertification under the Ministry of Ecology, Environmental Protection and Climate Change of the Republic of Uzbekistan now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:

  • Education: Advanced degree (Master’s or higher) in one or more of the following fields: Sustainable Tourism, Ecotourism, Environmental Management, Conservation and Development, Business Development, or a related discipline.
  • Experience: At least 10 years of international professional experience in the planning, development, or promotion of nature-based or sustainable tourism, including work in protected areas or landscape management contexts.
  • Demonstrated experience in:
  • Community-based tourism planning and/or enterprise development
  • Designing or implementing visitor services and interpretation programs
  • Engaging with tourism private sector stakeholders at national and local levels
  • Working with multi-disciplinary teams including architects, environmental planners, and economists
  • Proven ability to prepare:
  • Strategic plans and policy advice
  • Conceptual NBT development plans
  • Terms of Reference for related services and consultancies
  • Market and tourism product assessments
  • Previous experience with World Bank or other international donor-financed projects is strongly preferred.
  • Excellent communication, coordination, and facilitation skills.
  • Fluent in English (written and spoken). Working knowledge of Russian and/or Uzbek is an asset.

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers November 2020 (“Procurement Regulations”) (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
