Assignment Title: Supervision for the FFA Headquarter Solar System Installation
Reference No.: SB-FFA-495682-CS-CQS
The Pacific Islands Forum Fisheries Agency (FFA) has received Grant Financing from the World Bank towards the cost of the Pacific Islands Regional Oceanscape Programme: Second Phase for
Economic Resilience (PROPER), and intends to apply part of the proceeds for the following consulting services.
The consulting services (“the Services”) include:
i. Assistance in technical bid evaluation including assessment that the bids comply with the tender specifications and scoring of the technical offers.
ii. Upon reception of the technical files (Detailed Engineering Design) from the contractor: technical review of the files and compliance with the specifications, verification of the bill of
materials before shipment
iii. Upon starting of the works and during the whole works duration: supervision of the construction of the solar system.
iv. Commissioning of the works
v. Following up during the Defect Liability Period
Estimated days to conduct the assignment is 80 staff-days on an intermittent basis over the duration of the project.
The detailed Terms of Reference (TOR) for the assignment is attached to this REOI.
FFA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they
have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (Sixth Edition, February 2025) (“the
Regulations”), setting forth the World Bank’s policy on conflict of interest.

The best qualified candidate to carry out the services will be selected in accordance with the Consultants Qualification Selection (CQS) method set out in the Regulations, and based on the
following criteria:
i. General Experience: The firm must have been operational for a minimum of 5 years in the field of civil engineering, construction supervision, electrical engineering, in renewable energy
projects.
ii. Prior work in the Region: The firm must demonstrate recent (last 5 years) experience in Pacific Island Countries.
iii. Experience in Solar Projects: Demonstrated experience supervising at least 2 projects for the construction of solar photovoltaic (PV) systems of similar scale and complexity, i.e., 100+ kW
with 100+ kWh battery storage) within the last 5 years.
iv. Professional Accreditation: The firm must be accredited/registered with a recognized professional or industry body relevant to engineering, construction, or renewable energy (e.g., a
national engineering association, international body like IEEE, or similar).
v. Familiarity and Experience with Compliance Requirements: Demonstrated familiarity with the World Bank or ADB ESHS requirements, evidenced by prior projects. Familiarity with WB Procurement
Regulations will be a plus.
vi. Quality Assurance: Established internal processes for quality control and compliance with recognized standards (e.g., use of True RMS-certified equipment).
vii. Project Management and Supervision Capability
viii. Resource Availability: Capacity to deploy sufficient personnel and resources during construction and during the defects liability period. Maximizing using qualified local supervision
staff will be a plus.
ix. Testing Equipment: Ownership or guaranteed access to certified testing equipment (mechanical, solar, electrical) meeting high standards (e.g., True RMS, ISO/IEC 17025 calibration), with
documentation of use in prior solar projects.
x. Software Proficiency: Firm-level expertise in:
• AutoCAD of similar software.
• Spreadsheets (e.g., Microsoft Excel) for financial tracking, cash flow forecasts, and technical calculations.
• Project Management Tools (e.g., MS Project, Primavera) for scheduling and progress monitoring, evidenced by use in prior projects.
