Assignment Title: TA to Develop Course Materials to Train Secondary Teachers on New Curriculum.

• The Government of the Republic of Cabo Verde has received from the International Development Association IDA/World Bank, (the “Bank”) a Credit (hereinafter called “Credit”) toward the costs of the Cabo Verde Human Capital Project and intends to apply part of the proceeds for consulting services.

• The Consulting Services (“the Services”) aims to recruit specialized technical assistance to develop and implement a priority set of Continuous Teacher Training actions from the National Teacher Training Plan.

• The detailed Terms of Reference (ToR) for the assignment shall be requested by email address given below, from 8 a.m. until 16 p.m. (local time), during the working day, or can be found published at the following websites: https://www.mf.gov.cv/web/mf/outras-publicacoes, https://ugpe.gov.cv/concursos?page=1.

• The Management Unit for Special Project (UGPE) now invites eligible consulting firms (“Consultants”) to express their interest in providing the Service. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Service. (Relevant material must not exceed 30 pages overall).

• The shortlisting criteria are:
• Core business and number of years in related business;
• Relevant experience, demonstrated by a portfolio of similar assignments accomplished;
• Technical and managerial capability.

• Key Experts will not be evaluated at the shortlisting stage.

• The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016 and revised in February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest published on the World Bank website.

• Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

• Consultants will be selected in accordance with the method Consultant Qualification Selection (CQS) set out in the World Bank’s “Procurement Regulations for IPF Borrowers”, July 2016 edition and revised in February 2025.
