1. Introduction

The Government of Egypt has received financing from the World Bank toward the cost of the Greater Cairo Air Pollution Management and Climate Change Project (GCCC) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the full implementation of the prepared Livelihood Restoration Plan (LRP) for 56 Project-Affected Persons (PAPs) currently working as waste pickers at the Abu Zaabal dumpsite. The dumpsite is scheduled for closure and rehabilitation under Component 2 of the GCCC Project, which will restrict access and impact the livelihoods of these individuals.

The Ministry of Environment, through the Project Coordination Unit (PCU), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing these Services. The objective is to restore or improve the livelihoods of the affected waste pickers through sustainable alternative income-generating activities, capacity building, and social protection measures, in accordance with the World Bank’s Environmental and Social Framework.

2. Objective of the Assignment

The primary objective of this assignment is to hire a qualified consulting firm to support the PCU and the Technical Implementation Unit (TIU) in implementing the approved LRP. The Consultant will be responsible for ensuring the restoration of livelihoods through a participatory approach, including but not limited to:

  • Facilitating transition to alternative employment.
  • Providing capacity building and vocational training.
  • Assisting with access to social protection programs and microfinance.
  • Implementing a robust monitoring and evaluation framework for two years post-implementation.

3. Scope of Services

The scope of work includes, but is not limited to, the following key tasks:

  • Task 1: Implementation Planning: Review the existing LRP, develop a detailed work plan, establish individual household files, and coordinate with all relevant stakeholders.
  • Task 2: LRP Implementation: Execute the livelihood restoration scenarios case-by-case, provide capacity building, assist PAPs with documentation, and establish a grievance mechanism.
  • Task 3: Monitoring & Evaluation: Establish an M&E framework, conduct monthly and quarterly monitoring for two years post-implementation, and submit regular progress and final evaluation reports.

4. Submission of Expressions of Interest

Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • A minimum of 10 years of experience in livelihood restoration, social development.
  • Proven expertise in working with waste pickers or informal workers.
  • Strong background in social impact assessment, capacity building, and stakeholder engagement.
  • Prior experience working on World Bank-funded projects and familiarity with its Environmental and Social Framework (particularly ESS 1, ESS 5, and ESS 10) is highly desirable.
  • Excellent interpersonal and communication skills to effectively engage with government authorities, local communities, and other stakeholders.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers,” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but must indicate whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners shall be jointly and severally liable for the entire assignment.
