The African Union Commission has received financing from the World Bank toward the cost of Eastern and Southern Africa Girls’ Empowerment and Resilience (EAGER) programme and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include providing support to the financial and procurement functions of the African Union International Centre for Girls and Women"s Education in Africa. The incumbent will work closely with the Administrative & Finance Officer to ensure smooth financial operations of the organization.
Specific tasks include:

The African Union Commission now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant selection method set out in the Procurement Regulations.

TERMS OF REFERENCE
PROJECT FINANCE ASSISTANT - CIEFFA

The African Union International Centre for Girls and Women"s Education in Africa (African Union CIEFFA) is a specialized institution of the African Union since 2004, dealing with women and girls’ education following Decision Assembly/AU/DEC.44 (III). The Centre is located in Ouagadougou, Burkina Faso.
AU/CIEFFA has been established under the Department of Education, Science, Technology, and Innovation at the African Union Commission to coordinate the promotion of girls and women’s education in Africa, with a view of achieving their economic, social, and cultural empowerment. The Centre works closely with AU member States and government, civil society, and international partners to implement its program and activities in line with the African Union Agenda 2063, CESA 16-25, and the Maputo Protocol amongst other continental and international frameworks. In September 2020, AU CIEFFA launched the #AfricaEducatesHer Campaign as a call for African Union Member States to adopt affirmative actions and policies, especially after the COVID-19 pandemic, encouraging girls not only to return to school but to stay enrolled well beyond the pandemic.

Main Functions
Specific Responsibilities:
The Project Officer will report to Head, African Union International Centre for Girls and Women’s Education in Africa (AU CIEFFA)
Remuneration shall be monthly. The AUC shall pay the Consultant for services rendered at the rate(s) per man/month spent, subject to a maximum of eight hours per day in accordance with the rates agreed during contract negotiations.
The Project Officer is expected to be based within the African Union Commission’s Women, Gender and Youth Officer in Ouagadougou, Burkina Faso.
