Assignment Title: Senior Data Management Consultant

• The Eastern and Southern Africa Trade and Development Bank (TDB) Group has received financing from the World Bank toward the cost of the Regional Infrastructure Financing Facility (RIFF) and intends to apply part of the proceeds for consulting services.
• The consulting services (“the Services”) include the Senior Data Management Consultant (Individual Consultant) assignment for a period of twelve (12) calendar months from contract commencement date. The objective of the assignment is to lead initiatives to develop the Data Governance Program, Standard Operating Procedures (SOPs) and improve data quality, analytics, accessibility and storage. The role shall ensure that TDB data is accurate, complete, and reliable through quality controls and stakeholder training.

• TDB now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (cover/application letter summarizing the relevant experience and indicating its relevance to the assignment, detailed curriculum vitae (CV), copies of documentary evidence of academic and professional qualifications). The shortlisting criteria are:
• A minimum of a master’s degree in business administration, Leadership, Information Technology, Data Management, or a related field from a recognized institution.
• A minimum of 8 years of general experience in information management, data governance, and project management.
• A minimum of 3 years of specific experience in a senior leadership role overseeing enterprise data management, including development and implementation of data governance frameworks, data quality management strategies, metadata management, master data management, and enterprise information architecture, to include experience leading data capture and quality initiatives, defining data standards, and establishing data stewardship programs in the advisory or financial sector.
• The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and Revised Fifth Edition September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
• A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations:
