Assignment Title: Senior Data privacy and information disclosure consultant

• The Eastern and Southern Africa Trade and Development Bank (TDB) Group has received financing from the World Bank toward the cost of the Regional Infrastructure Financing Facility (RIFF) and intends to apply part of the proceeds for consulting services.
• The consulting services (“the Services”) include the Senior Data privacy and information disclosure consultant (Individual Consultant) assignment for a period of twelve (12) calendar months from contract commencement date. The objective of the assignment is to oversee the implementation of TDB Group’s Data Privacy and Information Disclosure framework by defining, developing, and implementing data privacy policies, monitoring compliance, evaluation of privacy practices and training stakeholders.

• TDB now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (cover/application letter summarizing the relevant experience and indicating its relevance to the assignment, detailed curriculum vitae (CV), copies of documentary evidence of academic and professional qualifications). The shortlisting criteria are:
• A minimum of a master’s degree in Business Administration, Information Systems, Information Technology, Cybersecurity, Computer Science, Data Management, Engineering, or a related field from a recognized institution.
• A minimum of 8 years of general experience in information management, compliance, data governance, and management of enterprise operations.
• A minimum of 5 years of specific experience in a senior leadership role focused on data privacy and protection, including oversight of organization-wide data privacy programs, implementation of data protection frameworks, and management of compliance with major international and regional regulations, including but not limited to GDPR. Must demonstrate deep expertise in privacy risk assessments, cross-border data transfer mechanisms, and data subject rights, ideally within the context of banking operations, advisory, or financial services.
• The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and Revised Fifth Edition September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
