Assignment:Establishing baseline for Project Evaluation and Impact Assessment
MDLF intends to apply part of the proceeds under Project “Integrated solid Waste Management Project – Phase 1 financed by the World Bank and Multi
Donor Trust Fund (MDTF) , toward payment under the Contract “the above-mentioned assignment” (hereinafter called “the Services”).
The main objective of this assignment is to enhance the effectiveness and accountability of Joint Service Councils (JSCs) in Palestine’s, engaged in solid waste management sector. The
scope of the assignment will cover the following: i) conducting an institutional and capacity assessment of targeted JSCs, ii) assessing citizen satisfaction with service delivery, iii)
refining a performance monitoring framework with KPIs, and iv) designing an equitable, results-based grant allocation mechanism to incentivize improvements, strengthen service quality, and
inform future investments in SWM.

MDLF now invites eligible firms to express their interest in providing the services. Interested firms must provide information indicating that they are qualified and have the
relevant experience to perform the services. The shortlisting criteria for firms are: General firm’s profile (Core business and years in business, qualifications in the field of the
assignment, technical and managerial organization of the firm, general qualifications and number of key staff).
MDLF draws the attention of the interested firms to the conflict of interest articles included in the World Bank’s Procurement Regulations for IPF Borrowers, fourth edition
dated September 2023 first published in July, 2016; and the “Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants”
dated January 2011.
Request for Proposals (RFPs) will be sent to the shortlisted firms. Firms will be selected under Selection based on Quality-Cost Based Selection (QCBS) in accordance
with the provisions of the World Bank’s Procurement Regulations for IPF Borrowers, fourth edition dated September 2023 first published in July, 2016; and the “Guidelines on Preventing and
Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants” dated January 2011.
Interested eligible consulting firms may inspect the Request for Expressions of Interest (REOI) through the Public Procurement Portal and obtain further information from
MDLF during office hours 8:00 AM to 3:00 PM from Sunday to Thursday at the address given below.
Expressions of interest must be delivered to the address below on or before 14/09/2025. Late expressions will be rejected.
