Assignment Title: Recruitment of an international consultant to carry out training in areas of national and international border health inspection.

1. The Government of Cabo Verde has received a financing in the amount of US$ 29.00 million from the World Bank Group"s International Development Association (IDA) toward the cost of the Health Security Program in Western and Central Africa Project, and it intends to apply part of the proceeds toward payments under the contract for: Recruitment of an international consultant to carry out training in areas of national and international border health inspection.

2. The consulting services (“the Services”) is to hire an international consultant to train 47 national zoosanitary inspectors and technicians, including 22 women and 25 men, at the country"s main borders (air and sea) in innovative techniques for inspecting animals and products of animal origin.

3. More detailed information is provided in the Terms of Reference (TOR) for the assignment that can be obtained at the address given below, from 8 a.m. until 4 p.m. (local time), during working day, or in written at the email address below, or can be found at the following website: https://ugpe.gov.cv/concursos?projeto=P179078;/https://www.mf.gov.cv/web/mf/outras-publicacoes.

4. The implementing agency Unidade de Gestão de Projectos Especias (UGPE), now invites eligible individual consultants (Consultant) to express their interest in providing this service. Interested individuals consultants must provide information indicating that they are qualified to perform the services. A Letter of Interest duly signed and updated Curriculum Vitae indicating namely, description of similar assignments, experience and contact references in similar service are required.

5. To be selected, the individual Consultant must have the following qualifications:

• A minimum of a bachelor"s degree in veterinary medicine (a master"s degree or specialization is considered an asset);
• At least 10 years of relevant experience in the aforementioned area;
• Minimum of 10 years’ experience in the area of health inspection;
• Minimum of 10 years" experience as a trainer/teacher, with good knowledge of training methodology;
• Oral and written proficiency in Portuguese

6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016 and revised in February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest

7. An individual Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016 and revised in February 2025.

9. The deadline for delivery the expressions of interest is September 08, 2025.

10. The Expressions of Interest must be delivered in English, to the address below, or by e-mail indicating the “EOI – 035/HSP/UGPE/2025 - Recruitment of an international consultant to carry out training in areas of national and international border health inspection”

11. Expressions of interest received after the deadline will not be considered.

12. The UGPE reserves the right to annul the tender process at any time prior to Contract Award, without thereby incurring any liability.
