REQUEST OF EXPRESSIONS OF INTEREST

(For Consulting Firm Service for Pre-Feasibility Study on Water Supply Service Delivery)

The Ministry of Public Works and Transport (MPWT) and Ministry of Health (MOH) of Lao PDR have received financing support from the World Bank’s (WB) through International Development Association (IDA) to implement the Scaling-Up Water Supply, Sanitation and Hygiene Project (SWSSHP or ‘the Project’) under IDA Cr. 6375-LA (WB Ref#. P164901). The project’s Date of Effectiveness is 28 June 2019 with a project duration of 5 years until March 2024. and the extension of closing date start from 1 April 2024 to 31 March 2026.

The Scaling-Up Water Supply, Sanitation and Hygiene Project, Department of Water Supply, MPWT now invites eligible Consulting Service Firms (“Pre-Feasibility Study on Water Supply Service Delivery”) to indicate their interest in providing the services. Interested consulting service firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services, the shortlisting criteria are:

1. At least 8 years of experience in the preparation of technical feasibility studies for investments in the water supply and sanitation sector within Lao PDR or the region.

2. Completed at least 2 related assignments in the water supply and sanitation sector that are of similar nature to this consultancy over the last 8 years within Lao PDR.

3. Extensive proven track record working on urban and rural water supply projects and developing technical proposals for improving service delivery, ideally in collaboration with the relevant Ministries at the national level.

4. Demonstrated experience working in the WASH sector in the region of a minimum of 10 years, including extensive knowledge of the regional and national context related to the water supply and sanitation sector in Lao PDR.

The attention of interested consultant firm is drawn to section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 6th edition of February 2025 (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest. A Consulting Service Firm will be selected in accordance with the Consultant Qualifications Selection (CQS) method set out in the Consultant Regulations.

Interested eligible Consulting Service Firm may obtain further information and full Terms of Reference at the address below during office hours 08:00-16:00 hours, Monday to Friday.

Expression of Interest must be delivered in written form to the address below (in person, or by e-mail) by 02 September, 2025, 23:59 o’clock Lao Time (submissions via email are also acceptable). Only shortlisted consultants will be contracted.
