Assignment Title: "Consultancy Services to Strengthen Healthcare Waste Management Systems through Policy Development, Training, and Documentation in Participating University

The Greater Cairo Air Pollution Management and Climate Change Project (herein “the Project”) aims at reducing air emissions from critical sectors and increase resilience to air pollution in Greater Cairo. The Project aims more specifically at reducing air emissions which is a key step toward the reduction of pollution concentrations and improvement of air quality. The Project will focus on two of the primary sources of air pollution in the Greater Cairo (GC) region (i.e., Cairo, Giza and Qalyoubia Governorates): open burning of solid waste and vehicle emissions; and will include six main components aiming at: (i) enhancing the air quality management framework and decision support system in Egypt; (ii) improving Solid Waste Management services; (iii) reducing air and climate pollutants from vehicle emissions; (iv) furthering stakeholder engagement, awareness and communication; (v) project management and monitoring & evaluation (M&E); (vi) addressing the important issue of unintended emissions of POPs.
The consulting services ("the Services") provide technical support to to enhance the hospitals’ capacity to manage healthcare waste safely and sustainably. This includes ensuring compliance with relevant Egyptian HCWM regulations (Waste Management Law 202/2020, and related standards) and conformance with World Bank Environmental and Social Standards (ESS1 – Assessment and Management of Environmental and Social Risks, ESS2 – Labor and Working Conditions, ESS3 – Resource Efficiency and Pollution Prevention, ESS4 – Community Health and Safety, and ESS10 – Stakeholder Engagement and Information Disclosure) and the World Bank Environmental, Health, and Safety (EHS) Guidelines for Health Care Facilities. The consultancy will develop and implement HCWM policies, procedures, and training programs, and establish documentation systems, to ensure robust HCWM systems that protect patient and worker health and the environment
As part of this assignment, the consulting firm or a consortium of firms, hereinafter referred as “the Consultant” will provide support to the Egyptian Environmental Affairs Agency (EEAA)
and World Bank through the Greater Cairo Air Pollution and Climate Change Project (hereafter “The Project”) to Strengthen Healthcare Waste Management Systems through Policy Development,
Training, and Documentation in Participating University Hospitals: Ain Shams Specialized Hospital and Kasr El Aini French Hospital"

The Ministry of Environment (MoE) now invites eligible consultancy firms to indicate their interest in providing the services. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the scope. The Consultant will report to the Project Senior Communications and Engagement Specialist. The specialist will work in close collaboration with the members of TIU of this Component in specific, and the TIUs of all other components in general. The shortlisting criteria are:

The attention of interested Consulting firm is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 & August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Consulting firm shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower. Without limitation on the generality of the foregoing, without limitation on the generality of the foregoing, Consultants shall not be hired under the circumstances set forth below:
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consulting Firm will be selected in accordance the Request for Proposal with the " Consultant’s Qualifications Selection - CQS method" set out in the Procurement Regulations”.
