The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the Food System Resilience Program (FSRP) and intends to apply part of the proceeds for Consultancy Service for preparation of a Comprehensive Training Material for Farmer-led Irrigation Development (FLID).
The objective of the consultancy service is to enhance awareness and capacity on FLID principles, procedures, and irrigation technologies and practices through:
The scope of the consultancy assignment is to develop comprehensive training materials and design an interactive digital training platform for implementation farmer led irrigation development (FLID) initiative. The purpose of the training materials and digital platform is to implement a detailed training program for Regional and Woreda agricultural and technical personnel involved in the implementation of FSRP FLID.
The training will ensure that irrigation personnel have complete understanding of the steps and processes involved and that their technical capability is developed to successfully carry out all of their project-related tasks. Furthermore, the interactive digital online platform will serve to facilitate mass access to training, and the monitoring of trainee progress.
The development of the training program will be informed by a similar world-class online training program that was developed for a similar program in the region. The Consultant should note that a separate communication strategy with outreach media is being prepared. The draft media outputs from that communication strategy and media development assignment will help to inform the training program development, and the final media outputs will be available for use in the development and implementation of the training activities. The communication strategy and media development consultancy has not yet commenced but the scope of work will be provided by the Client for information and context.
2.1 Specific Tasks of the Assignment

4. The Ministry of Agriculture FSRP now invites eligible consulting firms to indicate their interest in providing these Services. Interested Consultants should provide information demonstrating their qualifications and relevant experience.
5. The short-listing criteria are:
Key Experts will not be evaluated at the short-listing stage and, accordingly, CVs should not be submitted.
6. The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017, July 2018, November 2020, September 2023 and February 2025) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
7. Consultants may associate with other firms to enhance their qualifications. Clear indication of the forms of association (joint venture of sub consultant) is required. In the case of a joint venture, all partners will be jointly and severally liable for the entire contract if selected.
8. A Consultant Firm will be selected in accordance with the Quality& Cost Based Selection method set out in the Procurement Regulations.
