The Eastern and Southern Africa Trade and Development Bank (TDB) Group has received financing from the World Bank toward the cost of the Accelerating Sustainable and Clean Energy
Access Transformation (ASCENT) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the Consulting Services for Independent Verification Agent (IVA) assignment for a period of two (2) calendar years from contract
commencement date. The objective of the assignment is to independently verify claims and activities submitted by awardees and applicants seeking or having received financing from the Grant
Facility, ensuring the accuracy and authenticity of sales claims, milestones, results achieved, or other agreed-upon triggers for eligible products or services within the program. Contracts
under this facility will detail specific triggers, performance metrics, disbursement timelines, and other verifiable elements.

TDB now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they
have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Core business and years in business: The firm shall be registered/incorporated as a consulting firm in the business of conducting monitoring, evaluation, independent
verification activities or related field for at least 7 calendar years
A Relevant experience: The firm shall demonstrate successful execution of at least 1 assignment of similar nature, complexity and in a similar operating environment (i.e.
projects financed by the World Bank or similar Development Finance Institutions or Multilateral Development Banks) in the last five (5) calendar years. Details of similar assignments-Name and
address of the client, scope, value, and period should be provided in the submitted Expression of Interest including enumeration of these similar past assignments.
A Technical and managerial capability of the firm: Demonstration by the firm of having the requisite managerial and technical capacity including relevant equipment, tools,
software etc. and managerial capacity to undertake the assignment in the submitted firm profile(s). Key Experts will not be evaluated at the shortlisting stage
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July
2016 and Revised Fifth Edition September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/ or a sub-consultancy.
In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations
