1. The Government of Sint Maarten has received financing from the World Bank toward the cost of the Emergency Debris Management Project (EDMP) and intends to apply part of the proceeds for consulting services.
2. The overall objective of the assignment is to engage a Services Auditor Consultant to conduct the Completion Audit of the Resettlement Action Plan (RAP)1 being implemented as part of the Sint Maarten Emergency Debris Management Project (EDMP)2 in compliance with the World Bank (WB) Operational Policy (OP) 4.12 on Involuntary Resettlement3. This audit also includes the Livelihood Restoration Plan (LRP)3 being implemented as part of the RAP.
3. The objectives of the RAP Completion Audit Consultancy are:
a. To review and assess the implementation of all resettlement and livelihood restoration activities, as reflected in the RAP and LRP, and their impact on the standard of living of the resettled.
b. To evaluate the effectiveness of corrective actions implemented following the mid-term audit.
c. To assess effectiveness in achieving sustainable resettlement outcomes for all PAPs.
d. To evaluate the compliance of the resettlement and livelihood restoration activities with WB OP 4.12 and the RAP and LRP commitments, including, verifying that all PAPs have received their entitlement as outlined in the RAP/LRP and all other mitigation measures have been implemented.
e. To evaluate the extent to which RAP and LRP indicators have been met (as indicated in Section IV of the RAP and Section 11 of the LRP).
f. To review community consultation activities and determine the effectiveness of the consultation process.
g. Assess the socialization and effectiveness of Grievance Redress Mechanism (GRM) to address and respond to complaints, including reviewing registers to determine the nature
and types of grievances that were raised, and whether all grievances have been resolved.
h. To identify any additional actions needed in the event the assessment indicates that any element of the RAP and LRP was not well conceived, not appropriately adjusted to change, or not properly implemented thereby undermining achievement of improved standard of living or restoration of livelihoods.
i. To assess the performance of the implementing agency in executing the RAP and LRP.
4. The Consultant will deliver the following:
1 Inception Report 1 week after contract signing Outlining the consultant"s approach, work plan, and methodology.
2 Preliminary Findings Presentation 6 weeks after contract signing PPT Presentation to NRPB- Summary of key observations and initial recommendations for feedback and clarification
3 Draft Completion Audit Report 8 weeks after contract signing Comprehensive report covering all aspects of the scope and adjustments based on feedback from presentation.
4 Final Completion Audit Report 12 weeks after contract signing Finalized document incorporating feedback from stakeholders (NRPB, World Bank etc.)
5. The Consultant shall ensure that all activities are implemented in accordance with the quality standards, time and budget elaborated in the contract document.
6. The National Recovery Program Bureau (NRPB) will require an Individual Consultant to carry out the Final Completion Audit Report to determine the degree of compliance with the Project"s objective.
7. The National Recovery Program Bureau (NRPB) now invites eligible Individual Consultants with experience in social safeguard, resettlement planning, project management or related field to indicate their interest in providing the Services and consequently to provide their Curriculum Vitae/Resume and information establishing that they are qualified to perform the services. Information should include qualifications, work experience, experience in projects of similar scope, complexity and technical specialization and other relevant information (references from past contracts shall be attached to the application). The consultant is also requested to submit a separate cost for the provision of the services. This information will however not be considered in the assessment process of the individuals.
8. Individual consultants will be selected in accordance with the procedures set out in the “Procurement Regulations for IPF Borrowers” November 2020 edition (“Procurement Regulations”). Eligibility is open to all Individual Consultants as defined in the Procurement Regulations. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations, setting forth the World Bank’s policy on conflict of interest.

14. Applicants will be advised of the results of their applications in due course.
15. The NRPB reserves the right to accept or reject any application received.
