The Agriculture Credit Cooperatives of Türkiye-Central Union, has received financing in the amount of US$65 Million equivalent from the World Bank toward the cost of the Agricultural Employment Support Through Enhanced Market Linkages - Phase II, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be jointly financed by the United Kingdom Foreign, Commonwealth and Development Office (FCDO).
The project will be implemented in the provinces of Adana, Adıyaman, Bursa, Denizli, Gaziantep, İzmir, Konya, Manisa, Mersin, and Şanlıurfa.
The project will include the following components;
Component 1 - Wage Subsidies and Support for Formalization of Jobs
This component seeks to support the creation of formal employment opportunities for vulnerable groups in selected provinces. The proposed project will achieve this objective by implementing a set of integrated measures aimed at addressing information and financial barriers preventing farmers and workers from engaging in formal employment. Component 1 would include provision of wage subsidies and technical assistance to farmers, as well as information on the benefits of formalization to jobseekers, with the aim of incentivizing them to hire workers formally and equipping them with information on the processes related to formalization. To promote the creation of jobs that can be resilient to climate shocks, this component will also include technical assistance to farmers on climate-smart agriculture processes and technologies.
This component will include a limited number of consulting services to be procured through the Consultant Qualification Selection (CQS) method.
Component 2: Enhancement of ACC’s Aggregation Capacity
The component will award micro or small grants for projects proposed by primary ACCs that will improve their aggregation capacity for those crops that are subject to contract farming under Component 1. Under this component, 70 primary ACCs will be supported. Capacity constraints in local ACC facilities limit their ability to process crops and maintain the quality of crops purchased from farmers. To address these constraints, micro and small grants would be provided to local ACCs to enhance their physical and technical capacity in secondary production activities such as drying, storing, grading, sorting, and packaging produce.
This component will involve the procurement of consulting services and goods under Request for Quotations (RFQ) and Request for Bids (RFB), in addition to a limited number of consulting services under the CQS method.
Component 3: Implementation support and institutional capacity building
This component would maintain and further strengthen the capacity of the local, regional, and central ACCs to effectively implement the proposed project. It will consist of the following activities.
This component will include various procurement activities, including goods and non-consulting services through RFB and RFQ, as well as consulting services through CQS, Least-Cost Selection (LCS), and Quality and Cost-Based Selection (QCBS) methods. Some of the consulting services will be procured through international open competitive procedures.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers dated September 2023 (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a No Objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the World Bank’s external website and https://www.tarimkredi.org.tr/ and/or name of newspaper of national circulation in the Borrower’s country and official gazette under national legislation.
For other open procurements at national level, specific procurement notices will be announced as they become available in http://www.tarimkredi.org.tr and a newspaper of national circulation in the Recipient’s country or in the official gazette
