2. The Greater Cairo Air Pollution Management and Climate Change Project now invites sealed Bids from eligible Bidders for the supply and delivery of twenty (20) state-of-the-art electric buses, including batteries, to enhance public transportation in Cairo. Prospective bidders are invited to submit proposals that meet comprehensive technical specifications designed to ensure high performance, passenger comfort, and operational efficiency in Cairo"s unique climatic and traffic conditions. Key requirements include a minimum total capacity for at least 37 seats with a wheelchair area, an approximate battery capacity of 315 kWh to ensure a 250-300 km range per charge cycle at the end of battery life, and a minimum IP65 protection rating for all electrical equipment.
3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised in September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Greater Cairo Air Pollution Management and Climate Change Project, Dr. Mohamed Hassan the project Coordinator mohamed.hassan@gccceg.com and Ms. Heba Elkarkari, the procurement Consultant heba.elkarkari@gccceg.com and inspect the bidding document during office hours from 9:00 to 17:00 at the address given below.
5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD100 or equivalent in EGP. The method of payment will be in Bank transfer in the Bank account (the Egyptian Central Bank- The Environmental Protection Fund (EPF) The document will be sent by airmail for overseas delivery by courier services and may be required for overseas delivery against courier charge.

6. Bids must be delivered to the address below on or before 29th. September 2025, at 14:00 CLT. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 29th. September 2025, at 14:00 CLT.
7. All Bids must be accompanied by a Bid Security” of USD 100,000 or equivalent amount in EGP using the central bank of Egypt exchange rate at the bid submission date. The Bid Security shall be in form of an unconditional guarantee issued by a National Bank according to the requirement of bid security described in Section I – Instructions to Bidders – ITB 19.1. Bids security should be valid till 28th. February 2026.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
