  • ILBANK has received financing from the World Bank toward the cost of the Sustainable Cities Project 2 – Additional Financing and allocated some part of this loan to Konya Metropolitan Municipality (shall be referred as Sub Borrower) for Construction of Konya Tram Line for Barış Street (Beyhekim - Kentplaza) and Traffic Control Center Project. The Sub Borrower intends to apply part of the proceeds of this Sub Loan toward payments under the contract for Construction of Tram Line for Barış Street (Beyhekim - Kentplaza) and Traffic Control Center Project. Bidding process will be governed by the World Bank’s Procurement Regulations.
  • Konya Metropolitan Municipality now invites sealed Bids from eligible Bidders for the project consists of complete construction (civil, mechanical and electrical works etc.) for Tram Line and Traffic Control Center (TCC). Tram Line Construction for Barış Street of 13.85 km of dual tram line system. The project includes construction of 18 at-grade stations and TCC Building with a construction area: 6.342 m2.
  • The duration of the Works is 22 (twenty-two) calendar months of construction works and excluding Defects Notification Period of the construction works which is 12 (twelve) months.
  • Bidding will be conducted through international competitive procurement using Request for Bids (RFB) with Rated Criteria as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” November 2020 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
  • Interested eligible Bidders may obtain further information from Konya Metropolitan Municipality – Mr. Hüseyin TÜREN (Rail Systems Manager) huseyin.turen@konya.bel.tr and inspect the complete Bidding documents (including drawings) in the KMM Office indicated below during office hours 10:00 am to 16:00 (Türkiye time).
  • In addition, a “Read-only” copy of the bidding documents (excluding drawings) is available for public viewing on the KMM website https://www.konya.bel.tr/. For enabling market engagement, interested bidders are invited to submit their written feedback on the bidding document to the Employer at the email address (huseyin.turen@konya.bel.tr) by no later than 14 calendar days before the bid submission deadline, in particular on the technical specifications, eligibility and qualification criteria, and evaluation criteria including the Rated Criteria and weightings specified in the bidding document. A template for facilitating submission of feedback is also available on the above website.
  • The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of TRY 5,000 (Five Thousand Turkish Lira) or US 150 $ (One Hundred and Fifty Dollars). The method of payment will be bank transfer. Upon payment of the fee (copy of the payment receipt should be attached to the written application), the Bidding Documents will be sent by the Employer to the applicant through email as an attachment file in electronic format. 8. A Pre-Bid meeting shall take place on 16.09.2025, at 10:00 hrs (Local Time) at the location KONYA BÜYÜKŞEHİR BELEDİYESİ Ulaşım Dairesi Başkanlığı (Department of Transportation), Raylı Sistem Müdürlüğü (Rail Systems Management) Floor: 01 Sakarya Mahallesi Ahmet Kabaklı Caddesi No:4 Selçuklu / KONYA-TÜRKİYE. The pre-bid meeting will also be accessible virtually through video conference which will be open for participation to any interested bidder (not limited to only the prospective bidders who purchased the bidding document). 9. A site visit conducted by the Employer shall be organized on the same day and immediately following the pre-bid meeting. The site visit will also be open for participation to any interested bidders at their own cost (including but not limited to the prospective bidders who purchased the bidding document). However, interested bidders should send a written request to the Employer’s email address huseyin.turen@konya.bel.tr at least 10 business days before the site visit date to inform the Employer in advance of their intention to participate in the site visit so that appropriate logistic arrangements can be made.

10. Bids must be delivered to the address below on or before 27.10.2025 at 14:00 hrs (local time). Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at 14:15 hrs (local time) on the same date. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

11. All Bids must be accompanied by a Bid Security of TRY 17,000,000.00 (Seventeen million Turkish Liras) or equivalent. The Bid Security must be included as part of the Technical Part of the Bid (not as part of the Financial Part of the Bid), in accordance with the requirements of the bidding document.

The exchange rate to be applied in conversion of the Bid Security Amount shall be the Selling Exchange rates officially published by the Central Bank of Turkey (Döviz Satış) at 03.30 p.m. (Türkiye Time) on the applicable date (http://www.tcmb.gov.tr). The applicable date for the exchange rates shall be the date twenty-eight (28) days prior to the date of Bid Opening except when this date falls on an official holiday including Saturdays and Sundays in which case the applicable date shall be the last working day before twenty-eight (28) days prior to the date of Bid Opening.

12. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): %40. and for Bid cost: 60 %.

13. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
