1. The Ministry of Agriculture and Forestry, General Directorate of Forestry has received financing from the World Bank through Ministry of Treasury and Finance to cover the costs of the “Türkiye Climate Resilient Forests Projects” and intends to apply part of the proceeds toward payments under the contract for “Procurement of Graders”.

2. The General Directorate of Forestry (OGM) now invites sealed Bids from eligible Bidders for “Procurement of Graders”. Within the scope of the contract, 18 Graders will be delivered in brand new working condition/ ready to use to the Regional Directorates of Forestry according to the delivery schedule specified in the RFB document. Margin of preference will not be applied.

3. The procurement will be conducted through international competitive bidding using a Request for Bids (RFB) as specified in the World Bank"s November 2020 version of the “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”) and will be open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Engineer Tuğba Çalışkan KORAMAZ (tugbacaliskankoramaz@ogm.gov.tr), General Directorate of Forestry Department of Construction and Procurement and inspect the bidding document during office hours (10:00-17:00) at the address given below.

5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US$ 100 (One hundred US Dollars). Copy of the payment receipt should be submitted with the bid. The method of payment will be direct deposit to the Bank account given below:

Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 25.09.2025 at 14:10 (Ankara time). All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening

7. All Bids must be accompanied by a Bid Security of US$ 150,000,00 (one hundred and fifty thousand US Dollars) or equivalent. The original Bid Security should be enclosed in the inner envelope containing the "Technical Part" of the Bid, in accordance with ITB Clause 19.1 of the bidding document. In case the currency of the bid security is not USD, the exchange rate to be applied for the conversion of the bid security will be the indicative exchange rates for Forex Selling announced by the Central Bank of the Republic of Türkiye at 15.30 hours on the last business day 28 (twenty-eight) days before the bid opening date.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
