Assignment Title: TECHNICAL ASSISTANCE FOR THE ECONOMIC TRANSFORMATION AND PRODUCTIVITY SUPPORT PROGRAM- NORTHERN REGION OF MOZAMBIQUE

The Government of Mozambique (GdM), through the National Institute of Youth (INJ, IP), an institution overseen by the Minister of Youth and Sports (MJD) with the support of the World Bank, is implementing a project called "Empowerment and Resilience of Girls in Eastern Africa (EAGER)," aimed at increasing education and income/earnings from work for girls and women in the areas covered by the program and strengthening institutional capacity to implement gender equality policies.
The Eastern Africa Girls Empowerment and Resilience Project (EAGER) is a regional initiative of the World Bank involving Mozambique, Madagascar, and the African Union Commission.
The component Access to Productive Employment (EMPREGA Program) provides for the training of 80,000 women entrepreneurs operating in small businesses or informal businesses to increase their productivity and production in regional value chains, and it will support around 16,000 women with a grant for the transition from the informal market to formal (sub-component 2.1. – Economic Transformation). It will also fund 5,000 income-generating activities for poor women with potential to exit the social assistance system (sub-component 2.2. – Economic Inclusion). The implementation of the planned activities for the two sub-components is accompanied by a set of monitoring activities, information analysis, and evidence documentation to assess the effectiveness and efficiency of the intervention.
These Terms of Reference refer to the selection of a consultant (company or consortium) to support the implementation of selected phases of the Economic Transformation and Productivity Support Program (ACREDITA EMPREGA) in Northern Region of Mozambique, targeting 27,300 beneficiaries, of which 20% will benefit from the grant aimed exclusively at girls and young women.

The INJ now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16 and 3.17 and 3.20 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
