Contract Title: Procurement of Monitoring and Analyzing Equipment for Black Cloud (Portable Gas Emission Analyzer, Spare parts for Perkin Elmer PinAAcle 900T Atomic Absorption Spectrophotometer, Portable Acid Gas Emission Analyzer, Portable Ambient Air Quality & Meteorological Monitor, Portable Automatic Isokinetic Stack Sampler and Portable Elemental Analyzer)

RFB Reference No.: EG-EEAA-500619-GO-RFB

  • The Ministry of Environment “EEAA” has received financing from the World Bank towards the cost of the Greater Cairo Air Pollution Management and Climate Change Project “GCCC”, The Ministry of Environment , an implementing agency of the Client, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this Request for Proposals is issued. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank"s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
  • The Greater Cairo Air Pollution Management and Climate Change Project “GCCC” now invites sealed Bids from eligible Bidders for the supply of Monitoring and Analyzing Equipment for Black Cloud, as follows:

Lot 1: Portable Gas Emission Analyzer

Lot 2: Spare parts for Perkin Elmer PinAAcle 900T Atomic Absorption Spectrophotometer

Lot 3: Portable Acid Gas Emission Analyzer

Lot 4: Portable Ambient Air Quality & Meteorological Monitor

Lot 5: Portable Automatic Isokinetic Stack Sampler

Lot 6: Portable Elemental Analyzer

The bidders are allowed to quote separate prices for one or more lots.

3. Bidding will be conducted through International competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “ Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 & August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

5. The Bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 200 or equivalent in EGP. The method of payment will be in Bank transfer in the Bank account of the Egyptian Central Bank – The Environmental Protection Fund (EPF). The document will be sent by airmail for overseas delivery by courier services and may be required for overseas delivery against courier charge.

6. Bids must be delivered to the address below on or before September 16th 2025, at 12:00 PM CLT , Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and it is including two inner envelopes, one for “TECHNICAL PART” and second for FINANCIAL PART” and will be publicly opened in the presence of the Bidders ’ designated representatives and anyone who chooses to attend, at the address below September 16th 2025, at 12:00 PM CLT.

7. All Bids must be accompanied by Bid Security with an amount as follows:

LOT1: USD 5,000.00

LOT2: USD 100.00

LOT3: USD 4,000.00

LOT4: USD 2,500.00

LOT5: USD 2,500.00

LOT6: USD 1,000.00

The bid security shall be valid for 150 days from the bid"s submission date until February 13th, 2026.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder"s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
