Assignment Title: CONSULTING FIRM FOR DRAINAGE STANDARD AND ROAD ASSET MANAGEMENT CONSULTANCY

BACKGROUND AND JUSTIFICATION
The road network and drainage systems in The Gambia face significant challenges, including poor asset management, climate-related risks, and inadequate infrastructure. Weak drainage networks contribute to frequent flooding, road deterioration, and disruptions in public service delivery. Similarly, the absence of a robust road asset management system has led to inefficient maintenance, high reconstruction costs, and inadequate road classification standards.
FIRM PROFILE AND EXPERIENCE
For this assignment an experienced firm is required with the experience of managing a team of high-profile experts with the requisite qualification and experience to execute an assignment of this nature. The shortlisting criteria shall be as follows:
Core business should be engineering or closely related fields and 10 years in business
Relevant Experience of the firm; at least conducted similar assignments in the past
Technical and managerial capability of the firm; team lead and experts met the minimum qualification.
KEY EXPERTS’ QUALIFICATIONS AND EXPERIENCES :The Key Personnel required for the assignment are:
HYDRAULIC ENGINEER (TEAM LEADER)
The qualifications of the Hydraulic Engineer are as follows:
a) Qualifications and skills: Should have a minimum of BSc in engineering or related fields and 10 years post-qualification experience in Hydraulic Engineering.
b) General Professional Experience: A minimum of 10 years relevant experience with at least 5 years in a Senior Management position, including at least 5 years African work-experience.
c) Specific Professional Experience: The experience should include at least 5 years of experience in the supervision and Construction of hydraulic features. In addition, at least 5 years’ experience in construction supervision and quality control of hydraulic systems in Road works. He / She must also have proven experience in Hydraulic systems design.
HYDROLOGIST
The qualifications of the Hydrologist are as follows:
a) Qualifications and skills: A qualified Professional with a BSc in geosciences, engineering, or related field.
b) General Professional Experience: Minimum post-qualification experience of 10 years and shall have handled at least 2 similar assignments within the last 6 years including at least 2 years of African work experience at the same position or similar.
c) Specific Professional Experience. He shall have a demonstrable skill in hydrological data analyses.
ROADS ENGINEER
The qualifications of the Roads Engineer are as follows:
a) Qualifications and skills: A BSc or equivalent in Civil Engineering, or related field.
b) General Professional Experience: Minimum post-qualification experience of 8 years and shall have handled at least 2 similar assignments within the last 8 years including at least 2 years of African work experience in the same position or similar.
c) Specific Professional Experience. He/she shall have a demonstrable skill in all aspects roads and highways engineering, with experience in planning, design, construction, and maintenance of roads, bridges, culverts and all aspects of transport infrastructure.
STRUCTURAL ENGINEER
The qualifications of the Structural Engineer are as follows:
a) Qualifications and skills: A BSc or equivalent in Civil Engineering specialising in Structures.
b) General Professional Experience: Minimum post-qualification experience of 8 years and shall have handled at least 2 similar assignments within the last 8 years including at least 2 years of African work experience in the same position or similar.
c) Specific Professional Experience: He/she shall have a demonstrable skill in all aspects of structure design, analyses of structural data, or similar.
ENVIRONMENTAL ENGINEER
The qualifications of the Environmental Engineer are as follows:
a) Qualifications and skills: A qualified Professional with a BSc or equivalent in Civil Engineering with specialisation in Environmental Engineering, Environmental Science, or a related field.
b) General Professional Experience: Minimum post-qualification experience of 7 years and shall have handled at least 2 similar assignments within the last 5 years including at least 3 years of African work experience in the same position or similar.
c) Specific Professional Experience: He/ She shall have a demonstrable skill in Environmental studies, EIA, ESIA, ESMP analysis.
GIS SPECIALIST
The qualifications of the GIS specialist are as follows:
a) Qualifications and skills: A qualified Professional with a BSc or equivalent experience in Civil Engineering, GIS, or related field.
b) General Professional Experience: Minimum post-qualification experience of 7 years and shall have handled at least 2 similar assignments within the last 5 years including at least 3 years of African work experience in the same position or similar.
c) Specific Professional Experience. He/ She shall have Knowledge in scripting and coding software for use in geoprocessing, workflow automation, and model building.
DATA ANALYST
The qualifications of the Data Analyst are as follows:
a) Qualifications and skills: A qualified Professional with a BSc or equivalent in Statistics, Mathematics, Engineering, or related field.
b) General Professional Experience: Minimum post qualification experience of 7 years and shall have handled at least 2 similar assignments within the last 5 years including at least 3 years of African work experience at the same position or similar;
c) Specific Professional Experience: He/ She shall have a demonstrable skill in data analysis software, statistical methods, and programming languages such as Python, Matlab, and the like.

The National Roads Authority will provide support staff, if available, as part of the capacity building for the Authority.
Duration and Deliverables: The duration of the contract shall be 12 months.
The West Africa Coastal Areas Resilience Investment Project 2 (WACAResIP 2) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consulting Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consulting firms is drawn to the World Bank’s “Procurement Regulations for IPF Borrowers” 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.
In the case of a joint venture, all the partners in the joint venture (jv) shall be jointly and severally liable for the entire contract, if selected. Firms forming JVs are required to submit their Joint Venture Agreement.
A Firm will be selected in accordance with the Selection Based on “Quality and Cost Based Selection” (QCBS) Method which is available on the Bank’s website set out in the Procurement Regulations 2025
