The Government of Grenada has received financing from the World Bank towards the costs of the Caribbean Efficient and Green-Energy Buildings Project (CEGEB Project) and the Caribbean Resilient Renewable Energy Infrastructure Investment Facility (RREIIF) and intend to apply part of the proceeds to eligible payments for consulting services under the projects to support the engagement of a Project Manager.

The consulting services (“the Services”) will be responsible for the strategic oversight, coordinating and supervising all aspects of implementation, including planning, implementation, financial management, procurement, monitoring, evaluation, and reporting for all components of the program according to the policies of the World Bank and the Ministry of Climate Resilience.

The Contract duration is two (2) years, renewable based on satisfactory performance.

The Central Procurement Unit, acting on behalf of The Ministry of Climate Resilience, the Environment and Renewable Energy, now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (see attached curriculum vitae template with description of experience in similar assignments, similar conditions, etc.). The criteria for selecting the Consultant are:

• Qualification - Master’s degree in engineering, Business (Administration or International), Project Management with 10 years of professional experience.

• Specific Experience – Minimum 5 years of direct relevant professional experience in the energy sector investment. Relevant experience in the Caribbean or countries of similar conditions will be preferable.

• General Experience

• Experience implementing donor-funded projects such as the World Bank, the Caribbean Development Bank, United Nations etc.
• Experience with or working knowledge of the implementation of financial management and procurement strategies in donor-funded projects.

The attention of interested Consultants (including firms) is drawn Section III, paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

A consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
