• The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Horn of Africa- Groundwater for Resilient Project and intends to apply part of the proceeds toward payments under the contract for the supply, installation, testing, and commissioning of 26 standby diesel Generator sets for 22 Rural Pipe Systems.

2. The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for the supply, installation, testing, and commissioning of 26 standby diesel Generator sets for 22 Rural Pipe systems at project sites within ninety (90) days following the date of effectiveness of the Contract. Margin of domestic preference is not applicable.

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (Sixth Edition, February 2025) available at www.worldbank.org (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from the Ministry of Water and Energy, Horn of Africa- Groundwater for Resilient Project, and inspect the bidding document during office hours 8:30 a.m. to 12.30 p.m. and from 1:30 p.m. to 5:30 p.m. at the address given below.

5. The scanned bidding document (Request for Bid) in English may be obtained by interested Bidders free of charge by downloading it from the Ministry’s website at: https://www.mowe.gov.et/en/tenders. Please note that you are required to register in person at the address below.

6. Bids must be delivered to the address below on or before 29 August 2025 at 2:00 PM (14:00 local time). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the bidders" designated representatives and anyone who chooses to attend at the address below on 29 August 2025 at 2:30 PM (14:30 local time).

7. All Bids must be accompanied by a Bid Security of ETB 2,000,000.00 (Ethiopian Birr Two Million) in the form of an unconditional Bank Guarantee from recognized Banks using the form in Section IV of the bidding document or the form of Cashier"s Payment Order (CPO) in the name of the Ministry of Water and Energy. The bid security shall be valid for twenty-eight (28) days beyond the end of the bid"s validity period.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
