• The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Horn of Africa - Groundwater for Resilience Project and intends to apply part of the proceeds toward payments under the contract for ABAYA CHAMO AND GIMBO CHENA 11 TEST WELLS DRILLING IN TWO LOTS.
• The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for ABAYA CHAMO AND GIMBO CHENA 11 TEST WELLS DRILLING IN TWO LOTS.
• Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” 6th Edition February 2025 and is open to all Bidders as defined in the Procurement Regulations.
• Interested eligible Bidders may obtain further information from The Ministry of Water and Energy and inspect the bidding document during office hours from Monday to Friday between 9:00 to 11:30 AM in the morning and 2:00 PM to 4:00 PM in the afternoon at the address given below paragraph 9.
• The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 3000.00. The method of payment will be cash payment or deposit to Commercial Bank of Ethiopia Account No: 1000009412337 with presentation of deposit slip to finance office. The document will be collected in person or will be sent on bidders requested e-mail addresses.
• Bids must be delivered to the address below on Paragraph 9 on or before September 3,2025, 2:00pm. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below paragraph 9 on September 3, 2025 , 2:30 PM .
• All Bids must be accompanied by a Bid Security of Lot 1: ETB 3,200,000.00 and Lot 2:2,700,000.00. The Bid Security shall be in the form of an unconditional Bank guarantee using a Form of Bid Security in Section IV, Bidding Forms or CPO and shall be valid for 150 days from the bid submission deadline.
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
