• The Federal Democratic Republic of Ethiopia Government has received financing from the World Bank toward the cost of the Emergency Locust Response Program and intends to apply part of the proceeds toward payments under the contract for Procurement of Works, for the Construction of Base Construction for Arbaminch Lot 1, Dire Dawa Lot 2, & Kombolcha Lot 3
• The Ministry of Agriculture now invites sealed Bids from eligible Bidders for the Construction of Base Construction for Arba-Minch Lot-1, Dire Dawa Lot-2, & Kombolcha Lot-3. Margin of preference shall not apply. Bidders who wish to participate in this bid should have the following key qualification requirements.

• Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September, 2023 and is open to all eligible Bidders as defined in the Procurement Regulations.

• Interested eligible bidders may obtain further information from Ministry of Agriculture, Procurement Executive Officer, and inspect the bidding documents at the address below during office hours: from 09:00 hours to 12:30 hours and from 14:00 hours to 17:00 hours Ethiopian Time, Mondays to Thursdays and 09:00 hours to 11:30 hours and from 14:00 hours to 17:00 hours Ethiopian Time on Fridays.
• The bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US$ 100.00 (US$ One Hundred) or in a freely convertible currency. The method of payment will be in cash deposit at Commercial Bank of Ethiopia (CBE) Account Number 1000009144009 and presenting the deposit slip in person to MOA Finance Executive Office and the document will be given to the applicants arriving at our premises in person.
• Bids must be delivered to the address below on or before 14:00 hours Ethiopian Time August 29, 2025. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on August 29, 2025 at 14:30 hours Ethiopian Time.
• All bids must be accompanied by Bid Security amounting US$ 30,000.00 (US$ Thirty Thousand only), or equivalent in a freely convertible currency for each Lot.
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
