Assignment Title: Program Officer

The Government of Republic of the Marshall Islands has received financing from the World Bank toward the cost of the Implementing Capacity for Transformative Results (IMPACT) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Program Officer for a period of 24 months with an estimated start date of 1st August, 2025.

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The Ministry of Finance through the Division of International Development Assistance (DIDA), Central Implementation Unit (CIU), now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:

Minimum

• Bachelor degree in a relevant discipline (e.g.: business administration, commerce, management & public administration; international development, human resource management) OR 5 years of relevant experience in office administration, logistics and reporting
• Experience with training, coaching and/or mentoring.
• Excellent communication skills, including good oral and written English, report writing and presentation skills to a variety of stakeholders.
• Experience in a developing country preferably in the Pacific region;

Desirable

• Demonstrated ability to work in a multi-disciplinary environment as a core team member
• Experience working in the public sector is an advantage;
• Experience with donor funded programs
• Demonstrated ability to meet set deadlines and deliver outputs/results

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers Procurement Regulations for IPF Borrowers” February, 2025 (available on www.worldbank.org) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
