The Intergovernmental Authority on Development (IGAD) has received financing from International Development Agency (IDA) towards the cost of the Food systems resilience program for Eastern and
Southern Africa and intends to apply part of the proceeds of this Grant to payments under this contract: Consultant to Support Development of a Grievance Redress Mechanism (GRM) Guideline and
supporting design of IEC materials for the Program
1.The objective of the assignment:
The main purpose of the FSRP-GRM guideline is to enhance project efficiency through a clear and transparent means of receiving, resolving, documenting and reporting complaints as well as
provide feedback /data for reference and planning for improvement of the program. Through the FSRP-GRM, the program also expects to create awareness among IGAD and other program beneficiaries
as a means of stakeholder engagement. The program GRM will also ensure program related complaints are resolved within a stipulated period that is critical in managing social tension.
2. The specific objectives of the assignment are:
Establish/maintain GRM guidelines for the needs of the IGAD FSRP activities,
Receive and resolve varied categories of project related grievances in a timely, appropriate and cost-effective
Build trust among project staff, communities and stakeholders in general.
Promote organization and program stakeholder empowerment and participation in programdecisions that affect
Ensure proper documentation, prompt, fair and transparent resolution of
Provide feedback mechanism to program affected persons
3.Scope of Services and Specific Tasks
Review all FSRP program components and implementation arrangements and update the list ofpotential grievances that are likely be triggered by FSRP program
Extensive review of any other relevant materials on grievance handling such as GRM Hand books of other world bank projects
Review the IGAD-FSRP Environmental and Social Commitment Plan (ESCP) and Stakeholder Engagement Plan (SEP) co guidelines on management of Environmental, Social Health andSafety risks in
development projects and assess their applicability or parts thereof tomanagement of FSRP Project related environmental and social risks and impacts including Engage with all implementing
entities of the FSRP program, including the Agriculture and Environment Division of IGAD, Legal Unit of IGAD, HR-IGAD, and member states, to assess available options for grievance management.
Conduct consultative meetings, technical working group meetings, and validation meeting.
Review existing mechanisms for grievance management and their applicability to FSRP-related grievances, especially for indigenous and marginalized groups involved in cross-border
consultations or third-party engagements.
Guide on the ideal structure of the FSRP-GRM structure taking into consideration implementationarrangements, technical and geographical scope and
Develop the GRM Guideline with structure/format for requisite tools and instruments (Grievance submission form and Log -books).
Develop guidance on the architectural lay out, technical and operational specifications of the GRM – Web /MIS module.
Propose an outline of training materials on grievance management for GMCs including referral of SEA/SH/GBV/VAC related grievances to providers of the MPS in keeping with principles of
thesurvivor centered approach (SCA).
Prepare IEC/BCC materials such as brochures and posters that impart knowledge and skills ongrievance management for PIU-staff, IGAD, MSs, and other
Propose a communication and training plan to raise awareness about the GRM among staff and relevant stakeholders.
Propose mechanisms in the manual for monitoring the effectiveness of the GRM and reporting on its performance. This should include regular progress reports and feedback mechanisms.
4.Minimum Consultant’s qualifications and experience requirements
A postgraduate degree in Social Sciences, Social Development, Social Policy, Governance and Human Rights, or any related field.
At least 10 years working with Social Safeguards and social risks including GBV/VAC/SEA Assessments, out of which 4 are for grievance management in World Bank funded projects
Proven and verifiable competency in undertaking similar assignments in IGAD region
Exposure of the relevant safeguards’ regulatory framework by World Bank and IGAD.
The Consulting Services Contract is expected to be for a period of Three (3) calendar months from the date of commencement, subject to renewal on annual basis throughout the project
lifetime upon satisfactory performance.
The Intergovernmental Authority on Development (IGAD) now invites individuals to express their interest in providing the services. Interested individuals must provide information indicating
that they are qualified to perform the services (attach curriculum vitae (CV), copies of documentary evidence of Academic qualifications, and Professional Qualifications.
An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated
November 2020 (Regulations).
