Assignment Title: Individual Consultant (IC) to perform the Consultancy services to Develop a Curriculum for Training on International Statistical Programs.

The African Union Commission (AUC) has received financing from the World Bank toward the cost of Eastern Africa Regional Statistics Program for Results Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Selection of an Individual Consultant (IC) to perform the Consultancy services to Develop a Curriculum for Training on International Statistical Programs.
The African Union (AU) recognizes the essential role that reliable statistical and demographic data play in promoting sustainable development across the continent. Various AU frameworks, including the Agenda 2063, emphasize the importance of strengthening the statistical capacities of African countries. In the alignment of statistics to international best practices and adoption of new technologies, the National Statistical Systems (NSS) in Africa face capacity challenges and often lack the required skills. Building the capacity of NSS in international statistical programs is a key element in improving the rate of adoption of the international standards, thus improving the quality of statistics and enhancing the statistical harmonization process in Africa.
International statistical programs are designed to collect, analyze and disseminate statistical data on a global scale and involving several countries, organizations and regions. The statistical data generated through these programs is consistent, comparable and reliable. This can be achieved through standardization of data collection methods to allow for comparability, economic planning, monitor global challenges, decision making and promoting international cooperation. Some of the international statistical programs include the United Nations Statistics Division (UNSD), World Bank Data Initiatives, IMF’s Statistical Programs, OECD Statistics among others.
One of the strategic objectives of SHaSA 2 is to develop sustainable statistical capacities which will partly be implemented through participation in international statistical training programs. The objective is to have a growing pool of experienced and operational statisticians with a target of 200 statisticians being trained per year. In this context, STATAFRIC is developing a capacity building program to support the effective implementation of international statistical programs across the continent. This initiative will harmonize training in international statistical programs to improve their efficiency, quality of statistics and data production processes.
The main objective of this consultancy is to develop a training curriculum on the international statistical programs in Africa. The specific objectives are as follows:

The individual consultant will work remotely with STATAFRIC staff and will provide regular updates according to the agreed schedule. The contract is offered under the following terms and conditions.

The African Union Commission now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant selection method set out in the Procurement Regulations.
