• The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Africa CDC Regional Investment Financing Project, and intends to apply part of the proceeds toward payments under the contract for Procurement of Laboratory Equipping for 28 Regional Reference Laboratories (Lot based). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
• The Ethiopian Public Health Institute now invites sealed Bids from eligible Bidders for the Procurement of Laboratory Equipping for 28 Regional Reference Laboratories, located in two city administrations and 11 Regions, including Addis Ababa City Administration, Afar Regional State, Amhara National Regional State, Benshangul-Gumuz National Regional State, Dire Dawa City Administration, Gambela Regional State, Harari National Regional State, Oromia National Regional State, Sidama Regional State, Somali National Regional State, South Ethiopia Regional State, South West Ethiopia Peoples’ Regional State, and Tigray National Regional State. The laboratory equipment is expected to be delivered within 120 calendar days of the contract signing, with their installation and commissioning completed within 210 days. This procurement is divided into 8 separate lots, as outlined below, and bidders have the option to bid on one or more of these lots.

• Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated, Sixth Edition issued in February 2025, and is open to all eligible Bidders as defined in the Procurement Regulations.
• Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60% and for Bid cost: 40 %.
• Interested eligible Bidders may obtain further information from Ethiopian Public Health Institute: Mr. Hantal Abay, Procurement Team Leader, Email hantal2006@gmail.com, Addis Ababa, Ethiopia and inspect the bidding document during office hours 0830 to 1230 hours (8:30 AM - 12:30 AM) and 0730 to 1700 hours (1:30 PM to 5:00 PM) from Monday to Friday East African time at the address given below.

6. The bidding document in English language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Ethiopian Birr: 500 (Five Hundred birr) or in equivalent amount in a freely convertible currency. The method of payment will be in cash.

7. Bids must be delivered to the address below on or before August 4, 2025, at 1400 hours (2:00 PM) local time.. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders or their designated representatives and anyone who chooses to attend, at the address below on August 4, 2025 at 1400 hours (2:00 PM). All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

8. All Bids must be accompanied by a Bid security as follows: Lot I: USD 3,000 (three thousand USD); Lot II: USD 4,000 (four thousand USD); Lot III: USD 20,000.00 (twenty thousand USD); Lot IV: USD 30,000 (thirty thousand USD); Lot V: USD 15,000 (fifteen thousand USD); Lot VI: USD 5,000 (five thousand USD); Lot VII: USD 5,000 (five thousand USD); and Lot VIII: USD 6,000 (six thousand). The bid security amounts mentioned above may be denominated in equivalent amounts in freely convertible currency. A bidder wishing to submit offer for more than one lot may provide a single bid security that covers the total sum of the bid security amounts of the respective lots involved.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
