The Somalia Food Systems Resilience Program (FSRP) is part of a regional initiative by the World Bank to provide a comprehensive framework to intervene at both the national and regional levels. This Multiphase Programmatic Approach (MPA) aims to tackle the underlying structural challenges of food insecurity and reduce beneficiaries" vulnerability to unpredictable climate, crisis, and conflict events. It seeks to achieve this by rejuvenating Somalia"s agri-livestock research institutions, seed systems, and extension services and developing community institutions that can anchor adaptation of climate-smart agri-livestock practices, strengthening the availability of water and improved rangelands management for resilient agriculture and livestock production; support animal health services, enhancing the integration of the production systems to domestic and regional markets, with appropriate investments in food safety and value addition, and establishing an enabling policy and institutional framework at a sub-national, national and regional level capable of supporting food systems resilience for Somalia.

The Project Development Objective (PDO) for Somalia Food Systems Resilience Program (FSRP) will be "to increase preparedness against food insecurity and improve the resilience of food systems in targeted project areas of Somalia. Progress toward the PDO will be measured using five PDO indicators and intermediate indicators. All relevant indicators will be disaggregated by gender (men and women) and age (youth and adult). The five indicators are.

The Government of Somalia is establishing a core multi-sectoral state Project Coordination Unit (SPCU) supervised by the Ministry of Agriculture and Irrigation. The role of the SPCU is to support the management, coordination, implementation and monitoring, and evaluation of project activities. The SPCU will be staffed with the following positions: - State Project Coordinator, Finance Management Specialist, Procurement Specialist, Project Internal Auditor, Safeguards Specialists, M&E Specialist, and other technical Agricultural and Livestock specialists.

2. Purpose of the Assignment

The State-Level Rangeland Management Specialist will provide technical support to guide rangeland management in Galmudug State. This role will focuses on leading rangeland inventory and assessment, supporting the development of community-based rangeland management plans, and building local capacity through training and participatory approaches such as Pastoralist Field Schools.

3. Scope of Work and Responsibilities

Reporting to both director General of the MOLFR state Project Coordinator (SPC), the state Rangeland Management Specialist will be responsible for designing, implementing, and monitoring sustainable rangeland management strategies that enhance pasture productivity, restore degraded ecosystems, and ensure long-term resilience for pastoralist communities.

More generally, the State Range Management Specialist (SRMS) will ensure that Rangeland management and impacts are monitored and mitigated and that Rangeland management major rangeland-related challenges are implemented on time.

3.1. Specific Responsibilities:

Under the guidance and in close coordination with the State project coordinator, the Rangeland Management Specialist will be responsible for advancing sustainable rangeland management in Galmudug State through the following tasks:

  • Collaborate with the national team to conduct a comprehensive rangeland inventory across Galmudug State.
  • Develop a standardized template for Community-Based Rangeland Management Plans, tailored to the ecological and social context of Galmudug State.
  • Facilitate consultations with local communities, traditional leaders, women’s groups, and pastoralist associations to ensure participatory planning and ownership.
  • Develop a framework and operational modality for implementing Pastoralist Field Schools (PFS) in Galmudug, focusing on experiential learning, indigenous knowledge, and climate-resilient practices.
  • Conduct the ToT for the field staff on Pastoralist field school
  • Deliver Training of Trainers (ToT) sessions to field-level Agro- pastoral extension agents and community facilitators on Pastoralist Field School methodology and delivery
  • Integrate of livestock with rangeland conservation and fodder production.
  • Conduct ToT workshops for local staff, pastoral extension agents, and community animal health workers to ensure effective knowledge transfer.

4. Qualifications and Experience

4.1 Selection Criteria

This senior management position requires a results-oriented professional committed to community-driven approaches for empowering communities and producer organizations through range management and advisory services to realize their development goals. The eligible candidate should be a good team player with the following qualifications: -

  • Minimum Bachelor Degree in rangeland management, Forestry, or any equivalent education background. or any other related agricultural or social sciences from a recognized university.
  • 5 years of hands-on experience in community-driven development (CDD) of livestock and rural development projects in Somalia or other similar countries.
  • Knowledge of climate-smart agricultural practices and their application to rangeland management
  • Having worked in livestock/agriculture-related farmer organizations in World Bank-funded programs will be an added advantage.
  • Technical experience in designing and implementing pasture preservation, production, and reseeding technologies.
  • Practical experience regarding rehabilitation of degraded rangelands.
  • Strong project management skills, including the ability to plan, implement, and evaluate rangeland management interventions
  • Very good knowledge of innovative rainwater harvesting techniques, groundwater management, etc
  • Technical and analytical skills for various rangeland management intervention
  • Knowledge of local and regional rangeland ecosystems, including plant species identification and ecological processes specific to Somalia or similar arid/semi-arid environments
  • Proven capacity for relevant intellectual and operational leadership in development work, particularly for community-based development.
  • Membership in a relevant professional body is an added advantage.

5. Other Competencies and Requirement

  • Ready for flexible working hours and extensive workload, as well as frequent domestic travel.
  • Strong computer and communication skills (oral, written, presentation) with proficient working knowledge of relevant software for technical analysis and reporting;
  • Strong interpersonal skills with evidence of ability to interact productively with a wide range of stakeholders.
  • Fluency in written and oral English and Somali language.

6. How to apply

The Ministry of Agriculture and Irrigation Galmudug State of Somalia now invites eligible consulting(“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested consultants must provide the following (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications and (iii) cover letter indicating that they are qualified to perform the services.

7. Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

8. The Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
