1. The Federal Government of Somalia (FGS) has received financing from the World Bank toward the cost of implementing the “Somalia Food Systems Resilience Project (FSRP)” by the Ministry of Agriculture and Irrigation-GM and intends to apply part of the proceeds toward payments under the contract for “Procurement of Office Equipment for S-FSRP State Project Coordination Unit, MoAI and MoLFR in Galmudug State of Somalia”. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments the contract provides to be made through a letter of credit.
2. The Ministry of Agriculture and Irrigation-GM now invites sealed Bids from eligible Bidders for the Procurement of the following Office equipment for the MOAI, PIU and MOLFR.

*Note: “Bidder must bid for all items and 100% of the quantity of the items. A bid quoting only one item or incomplete quantity of the items will be considered non-responsive and will be rejected”.
3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and August 2018, November 2020, September 2023, (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible bidders may obtain further information regarding the contract from the PIU office in Dhusamareb and inspect the bidding document during official working hours 08:00 am to 16:00 pm Mogadishu local time, from Saturday to Thursday, excluding public holidays at the address given below. Alternatively, inquiries may be submitted via email to: procurement@fsrp.gm.so with copies to molfr.gss@gmail.com and procurement.fsrp.gss@gmail.com.
5. Bidding documents in English can be obtain free of charge by all interested bidders upon submission of a written request through the aforementioned email addresses.
6. Bids must be delivered to the address below no later than 13:00 (Mogadishu time) on July 12, 2025. Electronic submissions will not be accepted, and late bids will be rejected. The public bid opening will take place at 13:00 on the same day in the Conference Room of the Ministry of Agriculture and Irrigation, Galmudug State, Dhusamareb. The session will be attended by designated bidder representatives, interested observers, and evaluation panel members from the PIU, MOAI, and MOLFR.
7. All Bids must be accompanied by a Bid-Securing Declaration using the form included in Section IV, Bidding Forms.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
