REQUEST FOR EXPRESSION OF INTEREST

Assignment Title: MALAWI Country Focal Point (Individual Consultant) – Home Based.

African Risk Capacity (ARC) Ltd has received financing from the World Bank toward the cost of implementing the Regional Emergency Preparedness & Access to Inclusive Recovery (REPAIR) Programme and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

  • To oversee the rollout of a large-scale program (named REPAIR) that aims to bolster emergency preparedness and facilitate inclusive recovery.
  • To be the in-country liaison officer and will assist the Programme team in steering this pivotal initiative to completion. Leveraging his or her proficiency in project management and knowledge of climate risk finance and disaster recovery, the Country Focal Point will address the local intricacies and opportunities that this initiative presents, ensuring its successful realization.
  • The Country Focal Point will operate under the overall supervision of the ARC Group Executive Committee and the direct operational supervision of the REPAIR Senior Programme Manager.

Specific duties and responsibilities:

The Focal Point will undertake, inter-alia, the following duties and responsibilities:

  • Assist and provide local support to execute the detailed project plan for the programme’s implementation, ensuring milestones are achieved.
  • Act as the primary liaison between ARC and the country stakeholders (Ministry of Finance and representatives of various distribution channels)
  • Coordinate with various internal departments and experts of the REPAIR team (both internal and external) and other stakeholders to ensure smooth project progression.
  • Facilitate disbursement of funds to country upon request further to a national shock
  • Assist and co-organise in-country missions of other REPAIR team members, in-country capacity-building initiatives and operational preparedness missions for contingency planning and simulation exercises.
  • Foster relationships with internal teams, governments, financial institutions, and other key stakeholders and providing update to stakeholders on progress.
  • Ensure alignment of all in-country activities with World Bank Environmental and Social Safeguards in accordance with the Programme ESCP (Environmental and Social Commitment Pl and with ARC"s risk policies and procedures.
  • Collect in-country data and information linked to the Performance Indicators of the Programme and monitor progress towards targeted objectives and outcomes and support post-disaster monitoring and evaluation.
  • Oversee and ensure the quality of all project documentation and ensure timely and accurate project reporting both internally and to external stakeholders.

ARC Ltd now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Individuals should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” first published July 2016 and revised September 2023, fifth edition (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
